National Stock Exchange (NSE), India’s leading stock exchange and the Government of Assam signed a Memorandum of Understanding (MoU) to implement a student skilling program for the youth of Assam in the Banking, Financial Services and Insurance (BFSI) sector at the Advantage Assam 2.0 Summit. Assam is the 4th state after Uttarakhand, Meghalaya and Chhattisgarh to partner with NSE on skilling youth.

The MOU was exchanged between Shri Narayan Konwar, Secretary, Higher Education Department, Government of Assam and Shri Sriram Krishnan, Chief Business Development Officer, NSE, in the presence of Dr. Ranoj Pegu, Hon’ble Minister for Higher Education, School Education and Tribal Affairs, Government of Assam today at Guwahati, Assam. As part of this understanding, NSE with the support of the Government of Assam, shall implement a student skill building program to increase awareness, build skills and competencies in the BFSI across the State of Assam. This project will enhance employability and self-employment opportunities in the BFSI sector.

Skill development for enhancing employability and self-employment opportunities expounded in the country’s economic policies as well as the National Education Policy (2020) continues to be the mainstay of the Union Government. This program aligns with Assam government’s objective and aims to empower the youth of the state with essential skills and knowledge in the BFSI (Banking, Financial Services and Insurance) sector, bridging the skill gap and enhancing their employment opportunities for the future.

Assam has been a rising force in India’s investment landscape, with over 24.6 lakh registered investors. 29.8% of investors registered in Assam are female which is the 5th highest female participation across all states in India. Investor growth in the state tripled from 0.7% in 2019 to 2.3% in 2024. NSE seeks to enable this growth by ensuring education, awareness, trust, transparency and protection in the securities market.

Fraudulent Loan of Rs. 16.7 Lakh Secured in Gangtok

An FIR was filed on 24th February 2025 by a man resident of Sakyong Dokyong, Kalimpong District, West Bengal, working in Gangtok. He has accused one MK Subba a resident of Mangan, Sikkim, of committing fraud by obtaining a personal loan from Bajaj Finance Limited using fake documents and impersonation.

According to the complaint, Subba allegedly visited the Bajaj Finance branch at 6th Mile, Tadong, on 10th September 2024, and successfully secured a loan amounting to Rs. 16,71,627/-. However, after Subba failed to make timely EMI payments, an inquiry revealed that all the submitted documents were fraudulent. It was discovered that Subba had falsely represented himself as an employee of the Sikkim National Transport (SNT), a government body.

Despite being confronted with the evidence, Subba denied the allegations and refused to acknowledge the use of fake documents. The FIR also indicates that there may be other individuals involved in this fraudulent activity.

In response to the complaint, a case (FIR No. 09/2025) has been registered at Ranipool Police Station under sections 61(2), 318(2)(4), 319(2), and 336(3) of the BNS, 2023. The investigation is currently ongoing, with witnesses being questioned and their statements recorded. Authorities have assured that all necessary legal procedures are being followed, and the case remains under active investigation.

The incident was confirmed by an FIR filed by her brother, Dup Tshering Tamang, who expressed concern over her mental health, as she had a history of wandering off without informing anyone.

The woman, who resided in Pabong, had been mentally unsound, which led to her previous disappearances. Authorities have completed the necessary formalities, and investigations are ongoing to determine the exact cause of death.

An incident has come to light in Rhenock, Pakyong District, where a 16-year-old girl has accused the temple priest of molestation. According to the FIR filed by the victim, the incident occurred on February 24, 2025, at around 7:00 am, when she visited the local temple to offer prayers.

The victim alleged that while she was pouring milk on the Shivalinga, the priest instructed her to pour water from a kettle, and while she was doing so, he grabbed her from behind and touched her inappropriately. The minor victim felt uneasy and quickly left the temple, later narrating the incident to her mother.

The police have taken swift action, arresting the accused priest and completing all legal formalities. The case is currently under investigation under sections 7 and 8 of the POCSO Act 2012.

A man was found dead under mysterious circumstances in a hotel room at Travellers Inn, Ranipool, on Saturday morning. The deceased has been identified as Amar Gurung (32), son of Sudesh Gurung, a resident of Phoobsering, Darjeeling, West Bengal.

According to the police report, hotel owner Bibhusan Basnett, son of Bharat Basnett, a resident of Ranipool Bazar, Gangtok District, lodged a written FIR at Ranipool Police Station at around 10:30 AM on February 22. The report stated that Amar Gurung had checked into the hotel on February 18 at 10:01 AM. On the morning of February 22, the hotel manager reminded him about checkout, but there was no response from his room.

When the housekeeping staff arrived at Room No. 106, they found the door locked from inside. After multiple attempts to get a response failed, the hotel owner, Bibhusan Basnett, peered through the ventilation window and saw the guest lying on the floor in a hanging state. Sensing the seriousness of the situation, Basnett entered the room through a window and confirmed that the guest was hanging dead.

Following the FIR, Ranipool Police registered an Unnatural Death (UD) case, FIR No. 02/2025, dated 22/02/2025, under Section 194 of BNSS, 2023, and initiated an investigation. The police visited the place of occurrence (PO), took photographs, and recorded statements under Section 180 of BNSS, 2023. The inquest was conducted by SDM Gangtok in the presence of the legal guardian and witnesses.

The body of the deceased has been preserved at New STNM Hospital, Sochakgang, for post-mortem examination. So far, no foul play has been detected. The case is currently under investigation.

Sikkim Govt Sells SUL’s 60.8% Stake to Greenko to Avoid Debt Trap

On February 2, the Sikkim government decided to divest its entire 60.8% stake in Sikkim Urja Ltd (SUL), the company that owns the Teesta III hydropower project, to Greenko Energies Pvt. Ltd. This decision, aimed at averting a debt trap, was confirmed by Chief Minister Prem Singh Tamang. The state government’s move comes after it took a substantial loan of Rs. 3,500 crore under the previous Sikkim Democratic Front (SDF) regime for the Teesta III project.

CM PS Tamang justified the sale, explaining that the divestment would clear the state’s debts, making Sikkim debt-free. The loan liabilities were transferred to Greenko, which agreed to take over the remaining Rs. 2,895.46 crore loan from Power Finance Corporation and Rs. 184.28 crore owed to Sikkim Bank Ltd. The transaction was finalized on February 5 when the Chief Minister declared that the state had now fully cleared its debts.

However, the decision comes at a time when SUL is in a strong financial position. The company, which had recorded a net profit of Rs. 1,270.19 crore in FY 2022-23, was not loss-making. Despite facing dues of approximately Rs. 3,500 crore from power distribution companies in Punjab and Haryana, the company’s balance sheets showed resilience. Its total outstanding debt stood at Rs. 7,897.73 crore, split between Power Finance Corporation (Rs. 3,954.76 crore) and REC Ltd (Rs. 3,942.97 crore).

Greenko had shown interest in acquiring the state’s stake even during the financially difficult year of 2020-21 when SUL posted losses. The fast-tracking of Rs. 3,500 crore owed by the distribution companies was recommended by the Union Ministry of Power in December 2023 to aid SUL’s revival. This strategic move aims to reduce the state’s financial burden and ensure the continuity of the project under private management.

However, the decision has sparked political debate. The Bharatiya Janata Party (BJP), a partner of the Sikkim Krantikari Morcha (SKM) in both the state and central governments, expressed concerns over the sale. On February 2, D.R. Thapa, President of the BJP’s Sikkim unit, wrote a letter to the Prime Minister, urging the Union government to withhold approval for the reconstruction of the Teesta III dam. Thapa emphasized the need for comprehensive studies and public consultations before proceeding with the project, citing environmental and disaster resilience concerns.

This development underscores the ongoing tensions and differing priorities among political parties in Sikkim regarding the future of the Teesta III hydropower project.
