The Second Session (Part-III) of the Eleventh Legislative Assembly of Sikkim commenced today at the Sikkim Legislative Assembly (SLA), presided over by Speaker Mingma Norbu Sherpa.
During the Financial Business, Chief Minister Prem Singh Tamang-Golay, who also serves as the Minister-in-Charge of the Finance Department, presented the Second Supplementary Demands for Grants. The House deliberated and passed the Supplementary Demands to cover the gross additional expenditure for the remaining financial year 2024-25. An Appropriation Bill for the same was unanimously passed.
In another key development, the Chief Minister, also holding charge of the Home Department, informed the House about the withdrawal of the Code of Criminal Procedure (Amendment) Bill 2022 (Bill No. 8 of 2022) from the Center. This decision follows the introduction of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS).
Additionally, Minister of Education Raju Basnet introduced the Capital University (Amendment) Bill, 2025 (Bill No. 12), which seeks to align university affiliations with UGC guidelines. The Bill is scheduled for discussion on March 26, 2025.
The session also saw the tabling of various Annual Reports:
- Sikkim Information Commission – Reports for 2022-23 and 2023-24.
- Agriculture Department – Report for 2022-23.
- Home Department – Reports for 2022-23 and 2023-24.
- Printing and Stationery Department – Report for 2023-24.
Following the proceedings, Speaker Mingma Norbu Sherpa adjourned the House until 11 AM on March 26, 2025.
