Sikkim Set to Link Vande Bharat Rail Service by December 2024

The Sikkim Vande Bharat initiative promises to revolutionize travel and enhance connectivity for the entire Northeast region.

With plans to reintegrate Sikkim into the Indian railway network by December 2024, the project is progressing rapidly. Railway Minister Ashwini Vaishnaw’s visit to inspect the Sevoke-Rangpo railway project, which includes 14 tunnels and 17 bridges, signifies significant advancement. Six tunnels have already been completed, and bridge construction is in full swing.

The goal to connect Rangpo and Gangtok underscores the government’s commitment to expanding railway infrastructure. Additionally, there are plans to extend the railway to Nathu-la, a pass on the India-China frontier, indicating strategic importance. Sikkim’s geographic significance makes improving its connectivity a priority for the central government, akin to efforts in Arunachal Pradesh and Ladakh.

Once operational, the Sikkim Vande Bharat could reduce travel time to Guwahati to under 5 hours, marking a transformative milestone for the region.

AIC – SMU Technology Business Incubator (AIC-SMUTBI) hosted a two-day event from 2nd–3rd May, 2024 focused on empowering entrepreneurs through learning, collaboration, and networking. The gathering brought together stakeholders, mentors, industry leaders, academia, and startups, fostering knowledge exchange and connections.

The event was graced by the presence of Mr. Niranjan Demanna, VP, CSR HDFC Bank, Mr. Utkarsh Mishra, Global Innovation, Hero MotoCorp, Mr. Gulshan Purswani, Delivery Head, Bosch Global Software Technologies and the Board of Directors of AIC-SMUTBI. AVM (Dr.) DC Agarwal VSM, Hon’ble Vice-Chancellor SMU and Chairman of AIC-SMUTBI, Mrs. Hondala Gyaltsen SCS, Secretary Housing Department, Govt. of Sikkim, Prof (Dr.) K. S. Sherpa, Registrar SMU, Prof (Dr.) Gurdaman Lal Sharma, Director SMIT, and Mr. Ravi Sankar, Senior Finance Officer SMU, were present during the event.
The inaugural session was led by CEO, AIC-SMUTBI, Prof (Dr.) Tej Chingtham, welcoming all participants and highlighting the growth of innovation and entrepreneur ecosystem in North-East India. Insights on corporate social responsibility (CSR), importance of sustainable practises, and tackling regional challenges in India on logistics and external funding, were further discussed by speakers from HDFC Bank and Hero MotoCorp, respectively.

AVM (Dr.) DC Agarwal VSM, the Hon’ble Vice-Chancellor, Sikkim Manipal University and Chairman of AIC-SMUTBI highlighted the support provided to startups by AIC-SMUTBI through the HDFC CSR Parivartan Grant. He encouraged all participants to work on new ideas, fuel creativity, and emphasized the virtues of patience and perseverance.

The announcement of the HDFC CSR Parivartan Grant Winners under AIC-SMUTBI recognizing seven startups for their impactful community include: Crafted Fibers (Sikkim), Green Biotech Ecosolutions Pvt. Ltd. (Manipur), Farmeasy Technologies Pvt. Ltd (Assam), Eco Far (Mizoram), Jome Foods Pvt. Ltd (Nagaland), Sharolyn Ecoempower (Maity Ghar) (Sikkim), and SS Bamboowala Pvt. Ltd. (Tripura), covering six states of the North East. AIC-SMUTBI is the only incubation center in North East India selected for the HDFC CSR Parivartan Grant to support startups from the region.
Concurrently, business, innovation, and technology topics were explored during Bootcamp workshop, attended by 30+ startups across the North East and North Bengal regions. Mr. Gulshan Purswani, from Bosch Global Software Technologies, mentor at AIC-SMUTBI, aimed to refine startup business models and provide essential entrepreneurial skills. Through active group discussions and participation, the workshops emphasized practical skills and strategic insights, encouraging startups to develop measurable supply-side goals alongside building business funnels.

The event concluded with Q&A sessions, one-on-one mentorship, and networking sessions, with the goal of igniting the spark of innovation, collaboration, and growth, AIC-SMUTBI established a strong foundation for a vibrant entrepreneurial ecosystem.

Former Sikkim Speaker KN Rai Assaulted; Opposition Blames Ruling Party, Calls for Presidential Rule

On Friday, March 2, 2024, KN Rai, a former Speaker and two-term minister affiliated with the Sikkim Democratic Front (SDF), became the victim of a physical assault in Majhi Gaon, Melli, South Sikkim. The attack, which occurred around 2:30 pm, targeted Rai, who is also the senior vice president of the SDF, along with SDF spokesperson Dr. Shiva Kr Sharma (Timshina).

At the age of 63, KN Rai, already battling a long-term health ailment, was left bloodied and traumatized by the assault. His condition reportedly deteriorated due to the severity of the attack. Following the incident, Rai was swiftly transported to Neotia Hospital in Siliguri for critical care, and later airlifted to Delhi for further treatment via air ambulance.

The SDF promptly held the ruling Sikkim Krantikari Morcha (SKM) Party responsible for the assault. The opposition party’s allegations intensified as they expressed dissatisfaction with the arrests made in connection with the incident. Seven individuals from Melli Bazaar, namely Laxman Rai, Awan Tamang, Jiten Rai, David Rai, Saroj Thapa, Karan Tamang, and Joel Rai, were apprehended and booked under non-bailable warrants.

The severity of the situation prompted Chief Minister PS Golay, BJP President DR Thapa, Jacob Khaling, and Ganesh Rai to condemn the attack. Their discontent was expressed through social media platforms. In a united stance against violence, citizens staged a protest in front of Melli Police Station on the same day as the incident.

The incident was also addressed in The Sikkim Legislative Assembly today. Speaker Arun Upreti initiated the discussion, with key figures such as BJP State President DR Thapa, MLA Farwanti Tamang, and Chief Minister PS Golay addressing the assembly. DR Thapa urged leaders to speak cautiously on public platforms, emphasizing that speeches should be for the betterment of society, and questioned the security of common citizens if even a former Speaker remains vulnerable. MLA Farwanti Tamang demanded the swift arrest of all assailants and stringent actions to prevent any recurrence of such incidents.

Chief Minister PS Golay condemned the assault, assuring that immediate measures were taken to apprehend the culprits. He also expressed vigilance over KN Rai’s health and emphasized the personal bond he shares with the senior politician.

A series of press conferences followed, reflecting the heightened tensions in the state. The SDF party, dissatisfied with the arrests, called for presidential rule amid escalating violence and squarely blamed SKM for orchestrating a pre-planned attack. Additionally, SDF members filed an FIR against Jacob Khaling Rai, the Political Secretary of Chief Minister Golay, based on his social media statement regarding the brutal attack on KN Rai.

Garvita Sharma, a Ph.D. scholar working under the guidance of Prof. (Dr.) Anjali Karolia from the Department of Clothing and Textiles, Faculty of Family and Community Sciences at The Maharaja University of Baroda, Vadodara, Gujarat, showcased her first capsule collection at the Northeast Festival in New Delhi on 24th December 2023.

Her research aims to bridge the gap between tradition and modernity, proposing innovative approaches. By reintroducing traditional textiles and costumes of the Lepcha and Bhutia communities with a contemporary twist, drawing inspiration from the traditional cuts and styles, she endeavors to provide these communities with a global platform. Her efforts strive to ensure that the rich heritage of Sikkim finds resonance not only within its borders but across the broader cultural spectrum.

Through her research, she seeks to make Sikkim’s heritage accessible and appealing to the youth, celebrating the fusion of past and present. Sikkim’s Bodybuilder Sanjay Budhathoki from Sikkim win the Bronze medal at the Asian Championship in men’s bodybuilding held in Bangkok today on 26th November 2023. 

Sanjay Budhathoki, the bodybuilder from Sikkim, win a Bronze medal at the Asian Championship in men’s bodybuilding held in Bangkok on November 26, 2023. 

Hailing from Rorathang, East Sikkim, he faced tough competition from bodybuilders of Sri Lanka, Malaysia, Turkey, Thailand, and Australia, emerging as the victory.

This win adds to Budhathoki’s international success as he has won medal many time securing second and third in recent events, Budathoki was was chosen to represent Sikkim at the WFF PRO-AM Universe Championship in Celay, Guanajuato, Mexico, from July 14th to 16th, following his notable 4th position in the 75 kg category at the 2022 Mr. Universe competition in Bangkok.

Mushrooming of Private University In Sikkim, Matter of Concern

Country’s engineers may figure among the most powerful CEOs in the world, but the state’s university degree has lost its sheen over the years. According to a survey conducted by our Team, an employability assessment company, 70 percent of Sikkim’s degree holders are unemployable for any job in the knowledge economy. Notably, the citizens stated that a greater number of private institutions have been mushrooming in Sikkim, be it for degrees or skills.

During the boom of Manipal’s Distance Learning, some private universities eyes to enter in Sikkim. However, these institutes lacked an updated curriculum and focused on non-existent linkages with the industry, resulting in a poor student-faculty ratio. Except for SMU and NITs, these new universities failed to make their students job-ready. According to a recent report, M.Com students applied for Group D level jobs where the minimum qualification required is not more than a Class 12 passing certificate in the Sikkim Government.

The state experienced great placement when Diploma Institute was taking the lead until 2015, and the state didn’t witness any diploma technical university rising as it was booming in states like Tamil Nadu. Many institutions were planning to set up during that period to cater to this need, and Sikkim did reap benefits by supplying IT/Automobile knowledge workers to companies across India like Maruti/Honda/Tata before 2015.

While the rest of Indian Private University focuses on advertising to attract students from Sikkim, many went to Assam and Himachal to study Medical & Nursing. Dental education was booming in the southern part of India.

Former HRD secretary Ashok Thakur in 2019 noted that the issue was debated several times in AICTE, and the consensus was that it would not be legally correct to impose a blanket ban on setting up new institutions. “The state governments were taken on board on this, and their views differed from one another. It was thought that such issues cannot be regulated artificially and are best left to be decided by market forces, with the survival of the best performers.”

Sikkim has only two engineering universities – SMIT and NITs – and one medical university – SMIMS. SMIT is the oldest one which used to have great placement. Leaving aside the top engineering universities, the rest of the universities in Sikkim struggle to provide placements. In other institutions, the teaching-learning process is predominantly theoretical in the name of skill. Their curriculum is not aligned with the needs of the industry or society. The recent report found that only 40 percent of engineering graduates end up doing an internship, and 36 percent take up any projects beyond coursework. “There is a lack of faculty talking about the industry application of concepts in class or students getting exposure through industry talks. These need to be remedied by aligning the incentives of all stakeholders, building capacity, and gamification.”

Talking about skill development, there are a number of reasons skill development in Sikkim has not been able to achieve success in its objective. First, there is a huge gap in good-quality training infrastructure and a lack of holistic skills, which makes it challenging for individuals to upgrade their skills according to the market demand in India.

In Sikkim, mostly people who have pushed themselves into entrepreneurship have also failed to create jobs in the market. Some who have created a base in Sikkim have left for another state for a decent job leaving entrepreneurship. Tourism doesn’t benefit locals because students who have studied the tourism sector fail to enter into the tourism business. About 60-70 Percentage students who completed graduation between 2020-2022 are still looking for decent jobs and are also depending on getting government jobs before 2024 election.

Despite having a large number of pharmaceutical and hydro power industries and a tourism sector, Sikkim still fails to solve the unemployment issue in the long term.

Sikkim needs to focus on the quality of education with campuses and improving government institutions or universities first, rather than approving many private universities that can degrade the quality of education.

Seventh Session of Tenth Assembly of Sikkim Legislative Assembly Concludes with Unanimous Passage of Six Bills

The Seventh Session (Part-II) of the Tenth Assembly of the Sikkim Legislative Assembly, presided over by Speaker Shri. Arun Kumar Upreti, commenced on 2nd November 2023 with a somber note of prayers and condolences extended to the families affected by the recent flooding of River Teesta. The Seventh concluded today.

In a seventh session, the Sikkim Legislative Assembly unanimously passed six significant Bills.

1) Sikkim Goods and Services Tax Amendment Bill, 2023: Introduced by Chief Minister Shri Prem Singh Tamang, who also serves as the Minister-in-Charge of the Finance Department, Government of Sikkim, this bill seeks to make necessary amendments to the Sikkim Goods and Services Tax regulations.

2) Sikkim Guru Padmasambhava University Bill, 2023: Minister-in-Charge of Education Department, Shri Kunga Nima Lepcha, introduced this bill, which has been successfully passed. The bill aims to establish a self-financing private university named “Sikkim Guru Padmasambhava University” in the State of Sikkim. The proposed university will be funded and sponsored by the Kanta Education and Research Foundation and will be  located at Syari Constituency, Gangtok District.

3) Sikkim Sardar Patel University Bill, 2023: Also introduced by Minister-in-Charge of Education Department, Shri Kunga Nima Lepcha, this bill was passed. Success Education Guidance Trust, registered under the Indian Trust Act, 1882, intends to establish “Sikkim Sardar Patel University” in the state of Sikkim. The proposed university will be fully funded and sponsored by the Success Education Trust and located at Mikhola, Namchi District.

4) National Council for Skill Education, Sikkim Bill, 2023: Introduced by Minister-in-Charge of Skill Development Department, Shri Bhim Hang Limboo, this bill aims to establish a self-financing organization named “National Council for Skills Education” in the State of Sikkim. The proposed council will have its Head Office at Gangtok and District Centers in all Districts of Namchi, Gyalshing, Mangan, Pakyong, and Soreng.

5) EdTech Skills University, Sikkim Bill, 2023: Also introduced by Minister-in-Charge of Skill Development Department, Shri Bhim Hang Limboo, this bill proposes the establishment of a self-financing Skills University named “EdTech Skills University” in the State of Sikkim. The proposed University will establish its Main Campus at Jorethang, Namchi District.

6) Sikkim Aerial Ropeways Bill, 2023: Introduced by Minister-in-Charge of Urban Development Department Shri L.B. Das, this bill was passed. The bill addresses the challenges posed by rapid urbanization, including traffic congestion, particularly in hilly terrains like Gangtok. The proposed legislation aims to facilitate organized, safe, and reliable public transport systems.

Additionally, Chairman of the Public Accounts Committee, Shri Aditya Golay, presented the 132nd report on performance audit of the Sikkim state Lotteries for the financial year 2010-11 to 2015-16. Furthermore, annual reports of the Sikkim Public Service Commission, Sikkim State Human Rights Commission, and Mines and Geology Department were presented in the house.

The State Level 83rd Nar Bahadur Bhandari Jayanti Celebration commenced with the Inter-College Debate Competition held at the Auditorium Hall of Government Senior Secondary School Soreng today.

The event was attended by Shri Aditya Golay, Area MLA Soreng-Chakung Constituency as the Chief Guest in the special presence of Shri CP Sharma, Press Advisor to HCM, Smt. Tila Devi Gurung, Zilla Adhakshya Soreng, Shri Bhim Thatal, District Collector Soreng, Shri Gaayas Pega, ADC (Dev.), Shri KB Chettri, CEO Soreng, Shri Dilip Sharma, DPO (Zilla), officers, teachers and students.

Addressing the house, Shri Golay offered deep gratitude towards the organising committee for organising the event as part of the Bhandari Jayanti Celebration. He then congratulated all the participants for taking part in the celebration. Further, he touched on a town hall and its importance while stating that it is an absolute necessity of Soreng.

Shri CP Sharma in his initial note welcomed the guests and all the present to the opening day of the 83rd Nar Bahadur Bhandari Jayanti Celebration. He then briefed the house regarding the day’s significance and the contribution made by Shri Bhandari in the past.

Concluding his speech he made an appeal to the people to take part in the NBBJ to witnessed the celebration on October 5.

The Second Round on theme “Wekritima Lageko Adhunik Samajlai Susanskrit Parna Bakti Krantiko Jarurat Cha/Chaina” between Sancha Man Limboo Government College, Gyalshing (For) and Government Arts College, Mangsila (Against).

After a competitive debate, Government Sanskrit College Samdong and Sancha Man Limboo Government College, Gyalshing advanced to the next round.

Mr. Bhupen Timsina (Government Sanskrit College Samdong) and Ms. Binita Kami (Sancha Man Limboo Government College, Gyalshing) were awarded the Best Speakers of the day.

Historical feat of Modi Government, Women’s Reservation Bill gets Parliament seal

Our glorious nation India also termed as  ‘Bharat’ is land of ancient wisdom, a treasure trove of knowledge and tradition, her blessings are profound & a big source of inspiration that knows no bounds.

In recent years, India has emerged as a more assertive and influential player on the global stage and its relations with major super power nations have strengthened. This has been driven by a number of factors, including: India’s rapid economic growth, India’s growing military power, impressive diplomatic outreaches & India’s democratic values. These achievements have helped to improve the lives of millions of people and transformed India into a major global power.

The Bharatiya Janata Party (BJP) government led by hon’ble Prime Minister Narendra Modi has attained a series of historical milestones in recent years. In yet another historic achievement of the BJP government, the significant Women’s Reservation Bill has been passed in both the houses of parliament with a clear majority. Hon’ble PM Modi’s consistent reinforcement for the Bill is a positive step forward. It exhibits that BJP is committed to women’s empowerment and building a more inclusive society. The successful passage of the Women’s Reservation Bill has been a major victory for democracy and for gender equality. This landmark bill has the potential to address the gender imbalance in Indian politics and provide women with equal representation.

The BJP has long recognized the importance of women in the overall development of the nation. In its manifesto, the BJP vowed to make women’s empowerment a top priority. Since coming to power, the BJP government has launched a number of initiatives aimed at uplifting women, focusing on their education, healthcare, and financial security.

Hon’ble Prime Minister Narendra Modi has expressed, the passage of the Women’s Reservation Bill was a “historic moment” for India. He credited the people of India for making it possible, he said the bill was made possible by the people of India, who gave the BJP a full majority in the Lok Sabha elections. He also said that the bill is not just an ordinary law, but an announcement of a “new democratic commitment” for India.

The Women’s Reservation Bill reserves 33% of seats in the Lok Sabha and state legislative assemblies for women. This Bill also envisages a sub-quota for Scheduled Castes (SCs) and Scheduled Tribes (STs) in proportion to their existing share. This inclusion aims to address the representation deficit faced by marginalized communities within the broader framework of women’s reservation.

The bill was pending in Parliament for almost three decades, and it is commendable that Hon’ble PM Modi remained firm & committed to passing it. The fact that the bill is being passed during a special session of Parliament suggests that the BJP government is serious about getting it done.

During the course of its passage, the crucial Bill traversed through many dramatic episodes. The Congress party’s ironic expression of calling the Women’s Reservation Bill an “election jumla”, exposed their egocentric mentality and cheap approach to politics. The main opposition party also termed it ‘distraction tactic’, by labeling the bill in this manner, Congress undermined the significance of the legislation and reduced it to a mere political gimmick. Moreover, it sheds light on the opposition’s habit of opposing positive developmental steps taken by the government. While politics is a serious affair, excessive opposition for the sake of opposition virtually creates a scenario of political polarization and gridlock. When opposition parties prioritize their political interests over the nation’s progress, it becomes challenging to find common ground and achieve consensus on important issues. At times, such inclinations could result in a stalemate and hinder the government’s ability to effectively implement developmental steps. The irony lies in the fact that the Congress party itself had repeatedly supported the Women’s Reservation Bill in the past. Regardless, now that the bill was presented by a different political party, Congress resorts to using sarcastic language to downplay its significance. This sudden change in stance exposes the opportunistic nature of their politics and developed an embarrassing situation in the political landscapes of the country.

It’s noteworthy to acknowledge that the Congress-led United Progressive Alliance (UPA) government had an opportunity to pass the Women’s Reservation Bill in 2010, but it failed to do so due to lack of political will and deep political divisions within the alliance.

On the other hand, it seems that ‘God has given an opportunity to hon’ble PM Modi’ to solve the collective aspirations of a new Bharat into a new era of prosperity and development. Hon’ble PM Modi is a man of words, he has shown time and time again that he is committed to empowering women and giving them a voice in Indian society. The passage of the Women’s Reservation Bill is just one example of his commitment to this cause.

The whole country is delighted and proud of the Modi-led BJP party for the successful clearance of the Women’s Reservation Bill. This is a significant milestone for India, and it is especially heartening to see that women have great faith, hope, and trust in the Modi government, they are proud to live in a country where a strong and decisive leader like Modi is at the helm. 

The passage of the Women’s Reservation Bill would likely be seen as a game-changer in Indian politics, hon’ble Prime Minister Modi’s commitment to achieving the passage of the bill is commendable.

The bill’s potential impact on the upcoming Lok Sabha elections is significant. Even though the bill will only come into effect after the delimitation of constituencies in 2026, its passage would undoubtedly create a positive narrative for the ruling party. The BJP is now poised to take credit for passing the bill, which is  a major achievement for the party.

The Modi-led BJP party has undertaken several initiatives to empower women in India, such as; Beti Bachao- Beti Padhao, Pradhan Mantri Ujjwala Yojana, Sukanya Samriddhi Yojana, Pradhan Mantri Matru Vandana Yojana, Stand Up India, Mahila Shakti Kendra, Ladli Scheme, Kanyashree Prakalpa Yojana, Balika Samridhi Yojana, Ladli Laxmi Yojana, Dhanalakshmi scheme, similarly, 

Triple Talaq is now banned and abolished in India, this is a big achievement for Muslim women’s rights. It is a sign that BJP government is committed to protecting the rights of all of its citizens, regardless of their religion or gender, also the BJP ensures that all Muslim women have access to justice and equality.

The Women’s Reservation Bill is a victory for democracy, a beacon of hope, and a promise of a better tomorrow. Immense gratitude & congratulation to hon’ble PM Modi and BJP government for passing the Women’s Reservation Bill. BJP has made history and has given women the gift of hope, rights & empowerment.
