Covid Cases in Sikkim Rising again, 20 Cases Reported

A startling 20 cases of covid were reported on Wednesday, but even that figure is likely an undercount of the real number as the cases are rising day by day taking an active case to 59 on Thursday. 

On Wednesday there were 20 cases of the virus in the Sikkim, according to a Sikkim Health database. However, even that figure is likely a serious undercount of the true numbers of positive cases, due to the rising popularity of home tests and people who are infected but asymptomatic.

The seven-day rolling average of cases in Sikkim is also soaring to a new high of more than 10 per day on average, a surge driven largely by the highly contagious variant which hasn’t been reported in Sikkim yet.

“It’s unlike anything we’ve ever seen, even at the peak of the prior surges of Covid,” one of the Senior journalists at Sikkim told TsT while checking the database. 

Record case counts are being logged in states and districts across Sikkim, including East Sikkim which reported double cases in the last days with a 12% positivity rate. In Gangtok, several volunteers are already helping Medical staff in hospitals since post pandemic. 

Indian health experts urged everyone to prepare for severe disruptions in the coming time as the surge threatened hospitals, schools, and other sectors impacting their daily lives.

Meanwhile, India Reported 16,159 new cases in the last 24 hours. 

“The coming month is going to be more serious,” one expert said. “Since every year seasonal flu happens and all of the citizens is going to be pressured by due to this.”

On Wednesday, confirmed infections climbed to an average of about 20 new cases today according to Sikkim Hospital reports. It’s reported that case numbers have gone up over the past two weeks in Sikkim. 

At the same time, parts of the state are running up with 3rd or 4th vaccine resistance, while the highly contagious mutant version of the coronavirus that was first detected only is accounting for an ever-larger share of infections in Gangtok and Namchi together which id report of last year.

Bengal-Sikkim Government entered into a fresh “Reciprocal Transport Agreement, 2022”, on the 5th of July, 2022 at Siliguri, West Bengal. The signing of the Agreement was held between the Transport Secretaries of the two States in presence of Shri Sanjeet Kharel, Hon’ble Minister in Charge, Transport Department, Sikkim and Shri Firhad Hakim, Hon’ble Minister in Charge, Transport Department, West Bengal.

The new agreement is the result of a series of review meetings between the senior officers of both the States of West Bengal-Sikkim held in Darjeeling on 26.12.21 and Kolkatta on 25.04.22 and takes care of the long pending demand of the transporters of both the States.

Sikkim, being a land locked State is largely dependent on tourism and the Transport Department, Government of Sikkim acknowledges the help extended by the Transport Department, Government of West Bengal by agreeing to all the demands of the transporters of both the States and wishes to thank the Hon’ble Chief Ministers of West Bengal and Sikkim, Madam, Mamta Banerjee and Shri Prem Singh Tamang, Hon’ble Transport Ministers, Shri Firhad Hakim and Shri Sanjeet Kharel, for their continued guidance and support.

In the new agreement, for the sake of ease of doing business and for the benefit of transporters of both the States, some new initiatives and inclusions have been made. Both the States have agreed to grant All Bengal and All Sikkim countersignature permits (except restricted and protected areas). However, it has been agreed and decided that the local sightseeing shall be done by the local tour operators of both the States as per the practice as prevalent in the past. The State of West Bengal has also agreed to grant the corridor facility for vehicles plying within Sikkim through the Rangpo Melli corridor in West Bengal without a countersignature permit. The quota for separate goods carriage permits for Darjeeling district, Jalpaiguri district and All Bengal have now been merged into a single permit to be issued from the State Transport Authority office in Siliguri and as per the demand of the Transport Associations, the quota of countersignature permits have been enhanced which will be beneficial for the transporters of both the States.

The earlier agreement had expired and the transport operators had been facing problems from both sides of Sikkim-Bengal.

“The movement of buses will be regularised due to the agreement and North Bengal State Transport Corporation is also planning to introduce more bus services to Sikkim,” the minister said Bengal Minister.

He added that the Bengal government is always supportive of the neighboring states and Chief Minister Mamata Banerjee always emphasizes on how services can be developed with small states like Sikkim. “We are supportive to all the seven sister states as Bengal is the corridor”, Hakim added. He expressed optimism that the best of the relationship between Sikkim-Bengal will be developed through initiatives like this. Hakim was supposed to travel to Sikkim for the agreement but could not do so because of inclement weather conditions.

The spiritual head of the Tibetans, the Dalai Lama, turned 87 on Wednesday.

Chief Minister Prem Singh Tamang Golay on Wednesday wished his Holiness the 14th Dalai Lama, a “long and healthy” life on his 87th birthday. The Chief Minister took to his Facebook page to make the wish.

GANGTOK, 5 July 2022 Sikkim Manipal University (SMU) celebrated Student Research Day 2022 with the official launch of Student Research Forum (SRF) here today.

The SMU-SRF has been established under the aegis of Directorate of Research, SMU with the noble aim to give impetus to the research ecosystem among undergraduate and post-graduate students in the disciplines of medical, allied healthcare, technology management, medical biotechnology, humanities, social & basic sciences. This will create a robust research and innovation habitat for students of SMU & its constituent institutes, colleges, units and departments. It will enhance awareness on the entire spectrum of on-going and forecast research in SMU to inspire and motivate the students by promoting a progressive research culture. The SMU-SRF envisions to provide a platform to budding researchers, with support and guidance to the research enthusiasts and incentivise to those who are excelling in the field.

Sikkim Manipal University is pro-actively leveraging the promising avenues of the National Education Policy (NEP) 2020 with the promotion of quality research, innovation skill development, internship, apprenticeship and industry linkages in the high quality, value added, multi-disciplinary higher education in the nationally ranked and reputed institutes & colleges of SMU. SMU encourages focused research with strong society linkages and community connects, thereby strengthening the vibrant higher education ecosystem to address the needs of the populace. Dr. Kartikeya Ojha, President, SMU-SRF, in his address said that the SMU-SRF has been established with the mission to make SMU a centre of excellence in inter-disciplinary, research in medical, technical and higher education to provide a platform for students to showcase their work and gain experience to achieve their aspirations and ambitions in the national and global arena.

The SMU-SRF provides resources, facilities, infrastructure guidance and mentorship to conduct meaningful research. This enables them to develop an understanding of indigenous materials, capacities, and technologies as well as their social relevance, and also to ethically utilise the various research grants. Training the students to meet the rapidly changing needs in emerging career pathways so that they facilitate all-round socio-economic development, is also one of the key objectives of the SMU –SRF.

The SMU-SRF will consists of a board with 7 members, each representing the constituent institutes, colleges, units and departments under SMU. Further, there will be a team of 12 senior faculty members who will mentor the students and scholars as also supervise their research work.

In her address, Dr. Bidita Khandelwal, Director, Directorate of Research, SMU congratulated the students on the launch of SMU-SRF and said that this will greatly contribute to the process of developing and inculcating research interest among the students. She emphasised on the need for exchange of research ideas, cross pollination and interdisciplinary research which has societal impact. “The excellent research ecosystem existing in SMU which facilitates quality research with high standard of ethics, opens a world of opportunities for the talented students to excel in research. Research should an integral part of student life,” she said. Dr. Khandelwal also informed about the various incentives and grants offered as well as training and awareness programmes conducted in SMU, to help students develop their research skills.

Addressing the large audience, Dr. (Lt. Gen) Rajan S. Grewal, Vice Chancellor, said that the Sikkim Manipal University SMU, in over two decades, has created a remarkable distinction as the preferred academic and research destination of the region. “One of the key determinants of the future growth trajectory of our students, as well as the high rankings of the University is ‘excellence in research’. It is a noteworthy that SMU has received significant extramural and intramural research grants from various government, non-government organisations and the Manipal Group. Over the last few years, there are more than 1000 research publications in various quality indexed journals with significant numbers featuring in the high impact category. With the establishment of the Directorate of Research (DOR), SMU has already fast tracked its strategy to anchor pan-spectral high quality, collaborative research. Now, SMU-SRF will further ignite the flame of curiosity for learning, knowledge in our students with a comprehensive perspective on research. Research adds huge value addition to widen the horizons beyond the curriculum and syllabus. It is extremely important for the all round development of students to be future ready for their chosen careers,” he said. He complimented the DOR and SRF of SMU for giving impetus to trans-disciplinary research which is relevant, ethical, novel and progressive.

Speaking on the occasion, Dr. Muralidhar V. Pai, Dean, SMIMS, congratulated the Directorate of Research, SMU and the newly-formed SMU-SRF for taking the initiatives toward fostering a culture of research amongst the students. He said that the most prominent reason to engage in research is to enhance your knowledge. “Even if you are an expert of your field, there is always more to uncover. If researching about a topic entirely new to you, it will help build your unique perspective about it. The whole process of research opens new doors of learning and literary growth. It is possible that you already have ideas and opinions about a topic you are researching upon. The more research is done, the more viewpoints are unearthed. It encourages one to entertain fresh ideas and review your own perspective too. It can even change your mind about a concept or two,” he said.

Certificates were awarded to students who excelled in research and also received endowment funds and ICMR grants. A Research Calendar for the Academic Year 2022-23 was also conceived, as a roadmap for scaling up research & innovation in all fields and subjects in SMU.

An earthquake measuring 4.3 on the Richter scale hit Bhutan’s capital Thimphu, the National Center for Seismology (NCS) informed on Thursday.

According to NCS, an earthquake occurred at 23:59:59 PM in Thimphu which also jolted SIkkim & North Bengal.

Earthquake with magnitude of 4.3 Richter scale hits Bhutan at 11:59 pm on Friday, Tremors felt in Darjeeling, Siliguri, Sikkim and other neighboring areas.

After 2 hours another moderate magnitude of 4.3 earthquake hit southwest of Thimphu, Bhutan at 3:23 am.

4.4-magnitude earthquake struck near Thimphu, Thimphu Dzongkhag, Bhutan. The tremor was recorded early morning on Saturday, July 2nd, 2022, at 3:23 am local time, at a very shallow depth of 6.2 km below the surface.

Sikkim Labour Department and Drivers Association Held Meeting

Secretary, Labour Department, Government of Sikkim Mrs. Namrata Thapa convened a meeting with the Drivers Association in the Conference Hall of Shram Bhawan, Sokeythang, today.

The meeting had the presence of Joint Labour Commissioner, Mrs. Tashi Wangmu Sherpa, officers and staff of the Labour Department, and drivers’ association members from the State.

The main objective of the meeting was to generate awareness among the working drivers in the State about the benefits of the scheme for registered drivers in the State of Sikkim under the Sikkim Labour (Regulation of Employment and Condition of Service) Act, 2021.
The scheme will build a comprehensive database of the unorganised workforce and will also help deliver social security schemes implemented by the Central and State government.

An open discussion was held where all the queries of the concerned drivers were laid before the chair and were discussed thoroughly. A series of suggestions were put forth on the table by the members, and the chair welcomed their valuable inputs and assured them that the department under the Government will take up necessary course of action ahead.

The discussion was fruitful and the objective of the meeting was fully met. The vision of the scheme was supported by all the members present and the chair also took the comments raised during the discussion into account. Overall the meeting brought much insight into the benefits of the schemes.

The Secretary further informed that the drivers can register on the e-SHRAM portal where each registered one will be provided with a unique Universal Account Number (UAN) and they can avail various benefits of the social security schemes. She also informed that the workers registered under the scheme will be given accidental Insurance under Pradhan Mantri Suraksha Bima Yojana (PMSBY).

Earlier, Joint Labour Commissioner, Ms Tashi Wangmu Sherpa briefed the association members about The Sikkim Labour (Regulation of Employment and Condition of Service) Act, 2021.

The Act is to provide a comprehensive database, of the entire spectrum of Workforce, Intermediaries or Service-Providers or Sub-Service Providers, Owners, Employers and Establishments and annual licensing of Service-Providers or Sub Service-Providers and establishment to enable the various Programme-implementing agencies to effectively execute the plethora of existing welfare-schemes and to capacitate the State Government to frame rules, regulation, guidelines and programmes for improving the working and living conditions of labourers and to protect them from exploitation by their employers.

A small room in Jorethang nearby the river has been home to Arpana (Anonymous name) for 8 years, she’s 26 now, and her past story about her husband who works as a driver has one daughter seven years old now.

Jorethang is a border town between Sikkim and West Bengal, known as a drug supplement hub. Arpana, a girl from the far west was married when she was 17 to a boy in the west, just before CBSE in 2013. And later she and her husband shifted to Jorethang after her first daughter was born in 2015 just to make a living and build a good future.

“She was born in 2015, and now she studies in class four I work in a Private firm to support her” Arpana smiled pulling her daughter beside her.

“My husband was a fine and loving man before we shifted here, everything we had settled about future and look at what drug did to him”

Back to 2014-16:

“Life was very hard, I don’t know what I was doing back then” Arpana turned down and cried remembering her horrible past where her husband used to beat her whenever he step into a room.

“2-3 boys used to come in our house carrying local branded alcohol, stay up to 11 PM, I think this is when my husband entered into drug stage” She added remembering her past as she can tell each and every detail.

“I did many attempts to do suicide, but my daughter’s hope kept me alive. I let myself suffer to keep her alive”

“And your husband?” I asked her

“He’s gone, the drug took him away,” She said showing his pic in her room. He was a charming young man smiling at a picture of the happiest couple clicked in 2014.

10 YEARS LATER-

We meet her but she wasn’t ready to tell us anything about her past. We make sure she can trust us because it needed to be told, somehow Arpana narrated her horrible past as she went to every corner of a dark loophole. There are thousands of hidden stories like Arpana whose husband was perfect before someone gave him a single capsule named SP (known as Gotti in Sikkim). There is still a dark story of many young women whose husbands became a victim of Drugs which became a never-ending cycle.

Arpana now stays with her cousin in east Sikkim working in a private firm, her family supports her, sending her daughter to a government school, She is now hoping that drugs in Sikkim needed to end as she doesn’t want to see other’s life like her. She has big dreams for her daughter. As for herself, she counts herself lucky because her family supported her in time.

“When you get to know your husband is doing drugs you enter into a loophole, there is no way to escape it’s like upside down. Talking is very easy, once you enter in loophole you have to face battle yourself to survive” she was crying and paused as she don’t want to tell more about it.

2022 CASE STUDY & CONTINUE

As we spoke with a few drug users in east Sikkim as anonymously, all of them said they were introduced by other people during the party and school functions as teens. There may be a strong link between the drug mafia and some drug-doing teens who can introduce capsules to young students and teens so they can spread and boom business.

Like Arpana’s husband who was fine before shifting to Jorethang, he was introduced to the drug world by another two users who were said to have connected with the upper-hand mafia i.e drug dealers.

We were about to carry out to work with some NGO that used to “Fight Against Drugs” but nobody agreed to ties with us due to fear of getting exposed to their initial work because of their association with government, and later we used to watch out in the same; more than hundred drug gangster has been caught selling drug in Sikkim, mostly urban poor.
At the same time, the government has failed to understand the problem- strictly border checking through the mechanism. The big question was raised in 2018-20 why govt is never serious about checking people on the border who come through the walkway, giving a free pass to the state’s very own SNT is also causing a huge problem. Namthang area seems is a hotbelt compared to Jorethang’s Majhitar area now drug has reached into far rural too. The focus is on ‘Border’ alone in all four routes. Drug Master Mind dependence is a big problem here nowadays in Sikkim. The government should seriously build a special task force that can work initially to caught Master Mind who pour large money to do business as we have seen how the drug can help them to get so they can bail anytime for Rs 40000/- which is nothing for this mastermind. The government should study national-level data mentioned in the Magnitude of Substance Use in India 2019 report and plan a comprehensive strategy. The lopsided and piecemeal approach is not going to work. When the diagnosis is not correct, the prescription cannot help.”

They get bailed out within 1-3 months and they will continue doing business again. They are not being treated as mandated by the law. The numberer of FIRs does not mean that Drug problem has been controlled. Where has the supply chain been broken? (Habit forming) tablets, brown sugar, and other drugs are easily available. Nothing has changed till now. It is the same as it was before 2019. They say that drugs are making their way to Sikkim from places like Siliguri, Kalimpong from the Rehnock side, or maybe Nepal from the West Sikkim side. Have they arrested any supplier of these drugs from those places? The Drug Master Mind-Drug smuggler’s nexus continues like a cycle. There is no change.”

Now the most important question is who to blame? It’s not just Arpana’s late Husband, there are many women and mothers who face the same loophole but can’t open up with society.

The cycle will continue unless the Government became very strict. A few years back one of our team caught two couples who were taking something called smelling drugs near a smoking Room above Axis bank ATM at 9 PM it was during winter time. There were a bunch of gang women and men, speeding drinking something like an abusive thing, and smelling something fishy to get them high, I’m not talking about cannabis, I’m here talking about very powerful drugs, this has become a fashion nowadays in Sikkim. Forgot this all, if anyone visits the toilet in the SNT complex, a bottle of cough syrup will easily be seen inside, not to forget Lal Bazar complex as we have also made a video if evidence is required.

Here comes the question to NGO in Sikkim who run the business on the “war on drug” who doesn’t do anything, don’t even have data or anything just doing drama like campaign saying “No to Drug” doesn’t even help in Sikkim, even people who take the drug will involve in this campaign with the shouting same slogan – “Say No To Drug”.

NGOs who get heavy money should also question immediately, what propose they are doing to stop drugs in Sikkim? Are they succeeding yet since the drug mafia is increasing day by day? Are they helping young women like Arpana who went into loophole? Do they have the guts to find who’s the main mastermind and report it to the police or higher administration in front of the Media?

Last, Chief Minister PS Golay’s announcement on the “termination” of Government employees who are caught consuming drugs is very welcome, but there are also internal sources that many government officials are using the drug have not been arrested yet.

“Where does that drug go after being caught”? Sikkim Police’s answer is each and every capsule will go to “Court” but what after court? Looking at this situation Sikkim has failed to handle the issue with sensitivity. If awareness or rehab, but these rehabs have not been of significant benefit, according to the feedback we received from many parents.

I also feel that Government’s first step should be a “Strictly toward Border” and the second step should be “Questioning NGO, what they are doing till now to prevent this, “say no to the drug” slogan won’t work.
There should be a facility provided to employees across departments that discreetly report individuals who consume drugs and are the habitual offender in this regard with their confidentiality guarded.

Also with few higher-ups in the hierarchy shown the door the lower ones will automatically fall in the line. Lastly, What is the ground reality between increment, and who are the main dealers? It’s confusing and tricky nowadays in Sikkim.
