Sikkim Kalakar Bharosa Sammelan 2.0 Concludes with Grand Celebrations

Sikkim Kalakar Bharosa Sammelan 2.0 concluded successfully at Town Hall, Namchi, celebrating the artistic and cultural heritage of Sikkim. The event was graced by Chief Minister Prem Singh Tamang as the chief guest, along with former MLA Krishna Kumari Rai as the guest of honour.

In his speech, the chief minister expressed his appreciation for Sikkim’s artists and reaffirmed the state government’s commitment to supporting them. He emphasized that artists play a crucial role in promoting Sikkim at national and international levels and called them the state’s cultural ambassadors. He also announced that Sikkim Kalakar Bharosa Sammelan would now be an annual event dedicated to encouraging and uplifting artists across various disciplines.

The chief minister announced the launch of the Sikkim Art, Culture & Heritage Development Board, which will work exclusively for the welfare of artists. Additionally, he spoke about the existing welfare boards catering to students, sports, labor, farmers, and retired employees.

A significant highlight was the Chief Minister’s Discretionary Grant, under which 11 music institutes, 33 dance academies, three filmmakers, and one painter received financial support. The grant aims to help institutions nurture new talent and assist filmmakers in their projects.

In a unique initiative, the chief minister announced the Srawan Kumar Puraskar, which will honor one child from each gram panchayat unit who excels in caring for their parents, irrespective of gender. He also confirmed that from this year’s Independence Day and next year’s Republic Day, artists will be honored with state awards for their contributions.

The chief minister provided updates on key healthcare initiatives, including the Suswasta Bhawan in Siliguri, a facility for Sikkimese residents seeking medical treatment. While construction is ongoing, a temporary 22-room guest house, ‘Aama Ko Goodh,’ is currently serving this purpose.

Additionally, he announced that Prime Minister Narendra Modi will inaugurate a 500-bed hospital in Sikkim on May 21, 2025. In another major announcement, the chief minister promised gazetted appointments for prominent artists, recognizing their contributions to the state.

The event witnessed a grand felicitation ceremony, where the SKBS organizing committee honored several distinguished artists through the chief minister. Notable awardees included:

  • Padmashree awardee Naren Gurung, a prominent figure in Sikkim’s folk music scene
  • Renowned filmmakers Ugen Chopel Bhutia and Prashant Rasaily
  • Ustad Bismillah Khan awardees: Dr. Manoj Rai for creative and experimental music, Mingma D Lepcha for dance, and Bikram Lepcha
  • 13 community artists from various ethnic backgrounds in Sikkim

In addition, over 100 artists who have represented Sikkim at national and international competitions were honored. Several dignitaries, including the speaker and deputy speaker of the Sikkim Legislative Assembly, ministers, and MLAs, participated in the felicitation.

The event also featured the launch of key artistic projects, including the official music video of Sikkim Kalakar Bharosa Sammelan, a video message from renowned filmmaker Anurag Basu, and Surtaal, a musical collaboration featuring 52 prominent singers from Sikkim under Gandhar Music Academy. The SKBS magazine 2024 and Anmol Jeevan, a poster on health and life by national award-winning artist Shaphal Pradhan, were also released.

The audience was treated to a variety of performances, including acts by Wilson Bikram Rai as Takme Buda and Umesh Rai as Phulande ki Aama. Nrityaashis – Ashish Patil and his Mumbai-based troupe, known for their Indian classical dance expertise, were also honored by the chief minister.

Additionally, the event paid tribute to legendary artists of Sikkim, including Padmashree awardee Lt. L.T. Kazi, Lt. Rahul Rai, Lt. Shanta Nepali, Lt. Deo Rup Rai, and Lt. Dhurba Lohagan, recognizing their lasting contributions to the state’s cultural heritage.

Sikkim Kalakar Bharosa Sammelan 2.0, organized by VOICE NGO Namchi in collaboration with SKM Cultural Wing, was a remarkable celebration of the state’s artists. The event reinforced the government’s commitment to fostering the arts while honoring past and present contributors to Sikkim’s cultural legacy. The Sikkim High Court today the sixth hearing on the Public Interest Litigation (PIL) filed by former SDF candidate M.K. Subba, challenging the state government’s decision to sell 60.2% of its stake in the Teesta III hydropower project to private company Greenko Energies Pvt. Ltd. The petition questions whether the disinvestment was in Sikkim’s best interest and raises concerns about financial mismanagement and lack of transparency.

Following the hearing, M.K. Subba stated that no verdict was issued today, and the court will schedule the next hearing soon. He criticized the government’s decision, questioning why a profitable state asset was handed over to a private company without exploring alternative financial solutions.

The Sikkim government, under Chief Minister Prem Singh Tamang, has defended the move, arguing that it was essential to clear outstanding debts and stabilize the state’s economy. However, critics argue that Sikkim Urja Ltd had reported a ₹1,270 crore profit in 2022-23, proving that the company was financially strong. They further claim that ₹3,500 crore was due from power distribution companies in Punjab and Haryana, which could have improved Sikkim’s financial position without selling state assets.

However, environmental experts warn of risks, as Sikkim has 119 glacial lakes, with 50 classified as high-risk zones. Separate legal challenges regarding the environmental impact are still pending before the Sikkim High Court and the National Green Tribunal (NGT).

With political, financial, and environmental concerns mounting, the controversy surrounding Teesta III disinvestment continues to escalate. While the government maintains that selling the stake was a financial necessity, opposition parties argue that Sikkim may have lost out on a much better deal. The next High Court hearing is expected to provide further clarity on the matter.

The inaugural trial jump is scheduled to occur during the National-Level Homestay Conference in Uttarey from March 22 to 24, 2025. This event will allow thrill-seekers and potential visitors to witness and experience the excitement of bungee jumping in a controlled environment. As a result, Sikkim will become the second state in Northeast India to host such an adrenaline-pumping activity, a development expected to attract adventure enthusiasts from across the country and beyond.

In addition to the bungee jumping site, construction of a glass skywalk is underway at Shingshore Bridge. This skywalk is designed to offer panoramic views of the surrounding valleys and landscapes, further enhancing the destination’s appeal as an adventure tourism hotspot. The project is part of a wider initiative led by Chief Minister Prem Singh Tamang (Golay) to promote eco-tourism and sustainable adventure sports throughout the state.

SIBLAC Convenor Tseten Tashi Urges BL Community to Defend Constitutional Rights

Tseten Tashi Bhutia, Convenor of the Sikkim Bhutia Lepcha Apex Committee (SIBLAC), has issued an open letter to Chief Minister Prem Singh Tamang and a public appeal to the Bhutia-Lepcha (BL) community, urging them to stand up for their constitutional rights. He expressed deep concern over the weakening of Article 371F protections and criticized the community’s silence on critical issues.

Bhutia warned that continued inaction could lead to the loss of hard-earned rights, blaming personal ambition, ignorance, and fear for the lack of resistance. He reminded BL representatives that they serve their people, not just political parties, and should step aside if they cannot protect their community’s interests.

His letter highlighted key resolutions passed by SIBLAC, including the need for high-security holographic papers and digitalization of identification documents like the Sikkim Subject Certificate (SSC) and Certificate of Identification (COI) to prevent misuse. He also opposed the 2018 amendment that reduced BL reservations in Panchayati Raj Institutions to 8%, demanding its immediate reversal as unconstitutional.

Bhutia further called for the withdrawal of Notification No. 12/Home/2018, which he claimed undermines Sikkim’s old land laws by enabling non-locals to register land. He criticized both the past SDF and present SKM governments for failing to address these concerns and urged the implementation of the Ms. Sarala Committee Report to nullify illegal land registrations.

Expressing disappointment with the SKM government, Bhutia reminded CM Tamang that SIBLAC had supported SKM’s rise to power in 2019 with the expectation of safeguarding Sikkim’s identity. He called for urgent action, warning that peace cannot exist without justice and fairness. He urged the Bhutia-Lepcha community to unite, act before it’s too late, and remember that protecting Sikkim means protecting India.

Leopard Attacks Woman in Melli Dara, Sikkim

A woman was injured in a leopard attack in Sikkim’s Namchi district on Sunday, forest officials said.

The incident took place in the forested Melli Dara area while the woman was collecting cattle fodder. Suddenly, a leopard attacked her, leaving her injured. Upon hearing her cries for help, local residents rushed to the spot and managed to rescue her while the leopard fled into the forest, officials stated.

The injured woman was immediately taken to STNM Hospital in Gangtok for medical treatment, they added.

Following the incident, forest officials have urged residents of the area to exercise caution while venturing into forested regions, especially during early morning and evening hours, as human-wildlife encounters are becoming more frequent. They also advised people to avoid going alone into dense forest areas to prevent such attacks in the future.

Namchi Wildlife Division’s Maenam Wildlife Sanctuary under the Forest and Environment Department, Government of Sikkim, successfully conducted a two-day capacity-building training for field staff and Eco-Development Committees (EDCs) at Maenam Wildlife Sanctuary from February 27 to 28. The training was organized under the Wildlife Conservation and Protection Plan (2024-25) to enhance skills and knowledge in wildlife conservation, covering bird identification, Indian wildlife laws, biodiversity management, and sustainable tourism.

The program was chaired by ACF MWLS Jicdhol Bhutia, ACF Dorjee Wangmu Bhutia, RO Ved Nedhi Regmi, and BO RC Adhikari. Experts led informative sessions on various aspects of wildlife protection. Atharva Singh from WWF-India provided insights into legal frameworks and strategies for combating wildlife crimes, along with the basics of bird identification. Ugen T Bhutia, Graduate Forester, highlighted the importance of biodiversity conservation, while Surekha Chettri discussed sustainable wildlife tourism and its benefits for conservation and local communities. Manita Gajmer emphasized the ethical responsibilities of field staff in enforcing wildlife protection laws.

On the second day, participants took part in a birdwatching field visit inside Maenam Wildlife Sanctuary, led by Atharva Singh. Over 20 bird species were recorded along a 1km trail, including Fire-tailed Myzornis, Dark-breasted Rosefinch, Bar-throated Minla, White-browed Scimitar Babbler, and Himalayan Bluetail. Participants also shared their field experiences, fostering collaboration and shared learning.

The training successfully strengthened the capacity of forest field staff and EDC members, equipping them with practical knowledge for effective wildlife protection. Maenam Wildlife Sanctuary continues to focus on biodiversity conservation through community engagement and professional development.

Uttar Pradesh Chief Minister Yogi Adityanath has announced a series of financial incentives and welfare measures for workers and personnel who contributed to the successful organization of Mahakumbh 2025 in Prayagraj.

In a major decision, sanitation and health workers deployed at Mahakumbh will receive a one-time bonus of ₹10,000. Additionally, from April 2025, the minimum wage for sanitation workers will be increased to ₹16,000 per month. Temporary health workers will also receive direct bank transfers and health coverage under the Ayushman Bharat Yojana.

For police personnel, CM Adityanath announced a special ₹10,000 bonus and the introduction of the ‘Mahakumbh Seva Medal’ to honor their dedicated service. 75,000 police personnel who were on duty during the event will be granted a week-long break in phases as a token of appreciation.

As part of an educational initiative, the state government has established five ‘Vidya Kumbhs’ to provide free primary education to thousands of children of sanitation workers. These centers aim to bridge the educational gap by offering learning resources, structured curriculum, and official certification.CM Adityanath also highlighted the massive economic impact of Mahakumbh 2025, stating that the event is expected to contribute over ₹3 lakh crore to Uttar Pradesh’s economy.
