Sikkim officials held meeting regarding Panchayat Election 2022

Gangtok, 22nd  October 2022 , District Collector, Gangtok cum Returning Officer, Shri Ragul K, and SP, Gangtok, Shri Tenzing Loday chaired a review meeting regarding Panchayat Election 2022, with all 11 Sector Magistrates and Sector Police Officers at the Conference Hall of District Administrative Centre, today. 

The meeting also  had the presence of Assistant Returning Officers and the officials of DAC.

Shri Ragul K adequately briefed about the roles and responsibilities of the Sector Magistrate and Sector police officers to ensure a free and fair Panchayat Election 2022.

He informed that there are 130 polling stations with 58,238 voters. All 15 wards of Zilla will have polls. He added that out of 130 Gram Panchayat wards, 32 are uncontested, and 98 wards will be going to polls. 

Returning officer cum DC, Gangtok directed all 11 Sector magistrates and Sector Police officials to do a round visit of their respective polling stations and to verify the status of those polling stations which need special attention. 

The Returning Officer further added that the contesting candidates can campaign till 8th November until 5 pm.

Shri Tenzing Loday SP, Gangtok briefed about the deployment of the police personnel for the poll day. He asked the police personnel to follow the model code of conduct and to arrange proper security measures during the poll day.

The meeting deliberated on various aspects of the elections, such as vehicles arrangement, collection of poll materials, the second round of training and instructions regarding the poll day, commissioning of EVMs, arrangement in the control room, training of sector magistrates, deployment of polling personnel, and other necessary arrangements.

In the panchayat elections, vote for your village or don’t vote at all.

In the olden days, yet golden days, village communities in Sikkim were truly of the people, for the people, and by the people. There were five wise men, the Harka who pretty much were guardians of the village- the wisemen, whose cumulative wisdom and common sense, backed by community spirit managed the affairs of the village and the lives of its inhabitants. 

But as in Sikkim panchayat vote is in a week from now, will they treat this as just another form of the Assembly elections, an election of parties, MLAs, and groups of vested interests? 

In Sikkim politics, when money comes in, your future goes out! 

If this panchayat election is about money coming in & party backed up, it will also be about your future going out, as the Sikkim’s Assembly elections proved. 

Yes, there were men from holy institutions who were “guiding” people on which way to vote and the direction to take, but in reality, everyone knew which candidate and party they were backing and who they were opposing, thereby functioning just like any political institution. 

Miss Smriti a women who did BA in geography medium, contested election in 2017 and won in huge margin was supposed to develop her village in south Sikkim when it come to 2022 only thing she developed is her house nothing else. 

“Nothing happened here, last time I saw this village developments is in 2007 that too foothpath and in 2020 which was sone by “MGNREGA” which is central’s project”

said residents of Miss Smriti who don’t want to support anyone this time. 

And here come, then there were other another men who made videos with their familiar speech “If I get elected, I’ll develop this village” and posted in village WhatsApp group and no one was interesting in reply because 8 others were also contested. 

In Another village in south sikkim, some were busy making videos saying he is true sons of the soil. One wonders why institutions of faith or videomaking wisemen haven’t given any message for the panchayat elections & village developments. Are these elections too small, or not important enough?

For your village developments, this is a choice you must make, and you must get the message from all contesting candidates.

You have seen the disastrous fallout of following videos of vested interest groups, which brought jumping frogs into the house, and as soon as the rains came, they showed their desire to start jumping both from their parties as well as from the oaths they solemnly took.

Be careful of froggies! 

In Sikkim, If the panchayat elections are contested in the same spirit and the same formula, one can say goodbye to honest people’s governance.  You will elect panchayat bodies of ‘froggies’ who will take your vote and then be part of a group that can rule under the blessings of the local MLAs or area ministers. Another election will begone when your mandate is traded and the “Froggie” winners jump. If you vote for them, dirty politics will be at your door in no time.

Young generation, Be careful who you vote!

In Sikkim panchayat election is always backed by political party. 

And it matters much more in these elections because this is your election more than any other. Governance starts at your doorstep and spreads to the community.

It’s all about your village, your bunds and fields, your farms, and your way of life. Give this some thought 

Have you ever seen how panchayat fund being used?

The right panchayat members will ensure that funds coming into panchayats are spent honestly.

But if the right people are chosen and elected, then we will have stronger panchayats system in Sikkim. And stronger panchayats, which do not bend for any reasons, including monetary, can ensure that anti-people decisions, taken by elected members for their own benefits and “welfare” do not affect the welfare of common villagers.

It will be a hard-fought battle to get a chance to have these elections at all.  And your destinies are in your own hands. Yet again, one should pledge that the panchayat polls should not be a platform of politics of greed but set a benchmark  of honest village-level people’s governance.

Simply put, vote for the future of villages, not for the future of your MLA.

Preserving the culture and tradition, Majhitar Secondary School has organised Inter house Bhailo (भैलो) Competition. Wherein Four Houses from the school had participated. Students had performed beautifully composed Bhaillani Song (भैलिनी)in front of the judges. In the end B Red House emerged Winner, First Runnerup was Blue House, Third Runnerup was Green House and Yellow House became Fourth in the said competition.

The event was well and it was first time organised in the School under the supervision of the School Headmistress Smt. Prerna Lama ( Piya Lama Lama).

Smt. Sanju Manger (Councillor) graced as a chief guest of the program. Similarly Smt. Cheena Chettri attended as a guest of honour in the program.

The program was beautifully host by Shri. Hari Sharma (Senior Teacher). The School In Charge Shri. Manoj Cintury had also performed a beautifull deusi bhailo Song in the program.

While addressing the students, Chief Guest Smt. Sanju Mangar expressed her gratitude for being invited as a Guest in such a beautiful traditional program. She expressed her thankfulness towards school head for carring out such initiative in which our upcoming generation will be aware of culture and Tradition of oneself.

The distinguished guests had also hand over some amount to captains of the four houses.
The main motive of the event was to make student aware of its culture and tradition and to preserve it.

Gangtok, October 21, On the occasion of the 63rd Police Commemoration Day, DGP, Sikkim Police, Shri A.S. Rao, along with Special DGP, Law & Order, Shri Akshay Sachdev, ADGP, Armed Police & Training, Shri Avichal, DIGP, Special Branch, Shri Prawin Gurung, DIGP, Armed Police & Training, Shri Thakur Thapa, DIGP, Range, Shri Tashi Wangyal Bhutia, SP, Gangtok, Shri Tenzing Loden Lepcha, and other Police personnel paid homage to all the Police martyrs who laid down their lives in the line of duty.

The 63rd Police Commemoration Day was observed at Ridge Park in Gangtok this morning, wherein the Police Commemoration Day parade was carried out by the Sikkim Armed Police, led by Police Inspector, Shri Manoj Kumar Chettri.

Floral wreaths were placed by Sikkim DGP, Shri Rao, and other Police officers at the Martyr’s stand to pay their respects to the martyrs. The ‘Salami Shastra’ followed by ‘Shok Shastra’ was then performed in honour of the police martyrs who laid down their lives for the safety of citizens of the country.

Two days Conference for Ministers of Civil Aviation for all states held

Ministry of Civil Aviation, Government of India,organized a two days Conference for Ministers of Civil Aviation for all states and Union Territories at Vigyan Bhawan w.e.f 17th Oct 2022 to 18th Oct 2022. The State of Sikkim was represented by the Additional Chief Secretary, Department of Tourism and Civil Aviation, Shri M.L Srivastava along with his team of officers including a Nodal Officer for Airport Security, Shri Praveen Gurung  (DIG Range) from Police Department. 

Of the two days National Level Conference, the first day i.e.17th of October was a Technical Session chaired by the Secretary, Ministry of Civil Aviation, Shri Rajeev Bansal, and saw the presence of Chairman -Airport Authority of India, Shri Sanjeev Kumar, Director General of DGCA- Shri Arun Kumar, Additional Secretary, MoCA, Smt Usha Padhee, along with the heads of Civil Aviation Department of all states and Union Territories. While, the culminating day of 18th October was Chaired by the Hon’ble Union Minister for Civil Aviation & Steel Shri Jyotiraditya Scindia, as a Chief Guest along with Hon’ble Union Minister of state, Ministry of Civil Aviation & Road Transport and Highways – General (Dr) V.K Singh which saw the participation of Civil Aviation Ministers of various states of the country. 

The high level conference focused on improvement and strengthening of the National Civil Aviation Sector in view of the fact that the country is likely to experience a strong demand for air travel from the Civil Aviation Market and the rest of the world. The Hon’ble  Union Minister for Civil Aviation Shri Jyotiraditya Scidia, in his address laid special emphasis on enhancement of air connectivity to the remote and hilly areas including that of North East to ensure the Government Policy of the Last Mile Connectivity. He also laid emphasis on the improvement of helicopter services and connectivity especially on HEMS (Helicopter Emergency Medical Services) and in the areas where construction of airports was not feasible. He further urged the states to explore all possibilities of augmenting their air transport services on the lines of Air Cargo Operations and MROs as they hold tremendous demand in the international civil aviation market. The conference also drew special attention of the states for embracing and absorbing the Drone Technology as this was going to be a technology of the near future. Stating that the Drone Technology has already made a headway in certain sectors like land use mapping, agriculture and construction, it is bound to penetrate all other sectors for day to day usage. The meeting also discussed and provided directions to the  various states on the  matters of RCS (Regional Connectivity Scheme) UDAN, Krishi UDAN Scheme 2.0, Heli Sewa, Civil Aviation Security, establishment of FTOs, and convergence with DoNER Ministry.

On interaction with the states, the state representative -the Additional Chief Secretary, Shri M.L Srivastava, flagged all crucial issues pertaining to Pakyong Green field airport to the Ministry, the most urgent being the long pending demand for installation of Instrument Landing System. He elaborated the house on the weather condition of the state due to which, the air travel in the  state gets disrupted for almost five to six months in a year largely  affecting the flow of tourists in the state. He urged the Government of India for making  necessary technical interventions to facilitate landing even in low relative visibility inorder to minimize flight cancellations. He also requested not just for continuation but also for enhancement of flight operations by the airlines to Pakyong Airport  through the Winter Schedule i.e from the month of October to March 2023, as whether remains  mostly favourable for flight operations during his period. In conclusion he also proposed for development of one heliport in each district keeping in line with the National Civil Aviation Policy.

The Ministry recorded the submission of various states and assured necessary support to each state’s concerns seeking mutual cooperation and support on the part of the states too.

Are Nepali Traditions of Dewsi-Bhailo Fading Aways into Oblivions?

I see Diwali traditions quickly fading in our high-speed world. Once upon a time, countless families used to gather in large numbers to Play Dewsi-Bhailo during the Diwali festival be it with Madal or any musical instrument. Their willingness to share their vibes was the catalyst for some of Nepali’s greatest festivals & traditions. Be it poor people’s houses or rich people’s houses symbols of the Diwali festival used to seem blossomed as a result of great traditional gestures by playing Dewsi in a large group.

Today there are a shrinking number of Nepali Community doing the great things that make Dewsi-Bhailo stand out as a beacon of generosity. Unlike other festivals, Diwali has some significance and has different traditions tagged according to the importance. Every household used to echo our culture and joy. Back then, Dewsi-Bhailo Team would come to everyone’s house for singing “Jhilimili-Jhimili” which would start from an afternoon of Lakshmi Puja to till Morning, rural would felt great to listen to this all as they would say “Laxmi has Come”. Once the first group left, the new group would be welcomed with the utmost respect and also a few dances in the beginning (which are part of the festival vibes). There was beauty in every house with lightning and firework which used to give great goosebumps which felt like a real festival. Celebrations are just not the same anymore. Nowadays Dewsi Bhailo team has shifted to play in urban families, playing in rural seems very less. It is a very sad situation. The beauty of a festival lies in the traditions and these traditions are enriched if it is celebrated with both rural and urban families.

No wonder, there is no way to stop the clock and give our population a temporary conscience check. We’re moving much too fast with technology, and are far too preoccupied with less important things at a time when tradition after tradition is fading away.

The truth about today’s generation is, In the era of unemployment nobody has got the time and energy to follow anything now. In quest of being equal to men, women are busy building careers and are left with no energy or desire to perform small yet significant rituals. Festivals have now become synonymous with the whole communities having meetings together and playing Dewsi Bhailoo in traditional attire. Nepali has a special way of celebrating festivals and it is sad to see that our festivals are losing their essence. I feel the elder should take up the responsibility to follow traditions so that younger generations understand their importance and follow them.

In Uttar Pradesh, last year, Chief Minister Yogi Adityanath is doing all possibilities to bring Diwali vibes in Birthplace of Lord Rama, lightning 12 lakh of Diya. For the last four years, Ayodhya has been celebrating the festival of lights in a grand way which caught the attention of millions of Hindus across the Global. The celebrations are held to showcase the district’s rich culture and heritage.

What About the Nepali Culture of Diwali which is fading away slowly?

Last year, The Chief Minister of Sikkim PS Tamang was seen hosting Diwali in a grand manner in his residency Mintokgang, Gangtok. Invited hundreds of young as well as elder people to perform Dewsi-Bhailo and Song as well as dance. It’s the first time in Sikkim it has been witnessed which can be seen many elder people turned up with traditional attire playing Dewsi Bhailo with traditional Madal and flute.

This has encourage elder people to continue doing as well as younger people to take inspiration where generation can be followed in future and be part of the happiness of Rural as well as Urban family who wait for Dewsi Bhailoo team to come and home blissful.

The Hon’ble Chief Minister of Sikkim, Shri P.S.Tamang (Golay), in his address during the 70th Plenary session of the North Eastern Council held at Guwahati on the 8th & 9th of October, 2022 brought to the attention of the august house the present condition of NH10, the only road link connecting Sikkim with the rest of the mainland. He also informed that owing to the worsening situation of the condition of this road, the state’s main source of revenue from the Tourism sector which was just recovering post the CoVID pandemic, was being adversely affected and also problematic for the travellers who are commuting on a regular basis.

Subsequently,a high level delegation from the Ministry headed by the Director General (Road Development) & Special Secretary, Ministry of Road Transport & Highways, Govt.of India, Chief Engineer (NER), Road Transport & Highways, Govt. of India inspected the entire road stretch from Siliguri to Gangtok on the 16th October, 2022 to take stock of the existing ground reality. They were accompanied by the officials from the Regional Office- MoRTH, Kolkata & Guwahati, State PWD West Bengal & Sikkim, NHIDCL and the Border Roads Organization during the entire tour.

A meeting was chaired by the Chief Secretary, Govt. of Sikkim which was attended by DG MORTH and his Team, CE PWD Govt. of West Bengal & his Team, Sikkim PWD officials, NHIDCL and officials from BRO on 17th October, 2022 where the following decisions were taken:

After detailed deliberation and considering the condition of NH 10, MORTH decided that development of road surfaces in entire 52 km stretch of NH 10 in West Bengal will be taken up and surfacing works to be completed by March 2023 positively. Besides out of 20 vulnerable spots identified on NH 10 in West Bengal, slope protection and landslide mitigation works at 4 locations were sanctioned and work will be completed by March 2023. Further, 12 other identified vulnerable locations are to be processed for sanction and proposal for rectification of 4 blackspots to be submitted by the West Bengal PWD immediately.

Officials from NHIDCL informed that the stretch of NH10 (Km 52.00 to Km 80.00: Rangpo to Ranipul) under their jurisdiction would be brought to good trafficable condition within a month’s time. The permanent improvement of the 4 trouble spots (20th mile, 19th mile, S curve & 32nd mile) would require additional time for its study, design of effective measures and execution of the work.

PWD Sikkim officials informed that the stretch of NH10 (Km 80.00 to 92.00: Ranipul to Gangtok) which had only been taken over from NHIDCL in June 2019 and since then no major work had been sanctioned by the Ministry along this stretch till date. DG-MoRTH while intervening, directed the state PWD to immediately put forth a proposal for its necessary repair and resurfacing works to the Ministry for sanction.

Chief Engineer-BRO also informed that a DPR for the long term mitigation measures for the perennial trouble spot at Chandmari had also been prepared by them and the same had been forwarded for sanction.

While concluding the meeting, Chief Secretary, Govt. of Sikkim thanked all the agencies for their prompt response to the issues raised and expressed hope that the condition of NH10 would see visible changes within the stipulated deadline for the benefit of all road users by March 2023.

The 15th Forum of Regulators for Eastern and North Eastern State (FORENS) was organized by Sikkim State Electricity Regulatory Commission (SSERC) from 19th to 21st October 2022. The conference was attended by the distinguished Chairpersons and members from the states of North and North East region.

The inaugural session of the FORENS meeting also saw the presence of Secretary Power department and Principal chief engineers, wherein power presentation on the power scenario of the state and the role of the State Electricity Regulatory Commission was highlighted.

The 15th FORENS meeting was conducted under Chairmanship of Shri K.B.Kunwar, Chairperson SSERC. It was also informed by the officials of FORENS that the 16th FORENS meet is to be hosted by Meghalaya Electricity Regulatory Commission (MERC).
The meeting concluded with the vote of thanks given by Secretary, FORENS Secretariat ODISHA.

President Murmu to visit Sikkim on November first week

According to sources, President Droupadi Murmu will visit the Himalayan state of Sikkim on November 3-4.

During her visit to Sikkim, the department hasn’t released President Murmu’s program schedule yet.

President’s Sikkim visit will be her first visit after she won the presidential election in 2022.

Recently during the presidential election, Droupadi Murmu’s visit to Sikkim to meet SKM and BJP minister in the state was postponed in the wake of the one-day national mourning.

Instead, she meet all leaders of North East Zonal in Siliguri, West Bengal where the Assam CM was also Present.

भारतीय गोरखा परिसंघको ४ सेप्टेम्बर २०२२ मा कोक्राझार बिटीआर असममा भएको छैठौं त्रिवार्षिक अधिवेशनमा पारित

१) भारतीय गोर्खा परिसंघले गोर्खाल्याण्ड राज्य निर्माणको मांग प्रति आफ्नो प्रतिबद्धता पुन: जनाउँदछ र भारत सरकारलाई गोर्खाहरूको दीर्घकालीन संवैधानिक मांग पूरा गर्ने आग्रह गर्दछ।

२) भारतका सबै राज्यहरूमा गोर्खाको संवैधानिक, राजनैतिक, अनि कानुनी हक प्राप्तिको निम्ति कार्य गर्न प्रतिबद्ध छ।

३) भारतीय गोर्खा परिसंघले गोर्खाहरूका छोडिएका जातिलाई चांडै अनुसूचित जनजातिमा सम्मिलित गर्ने भारत सरकारसंग मांग गर्दछ।
