The National Stock Exchange of India (NSE) stands in solidarity with the victims of the tragic terror attack in Pahalgam, Jammu and Kashmir on April 22, 2025, and has pledged Rs. 1 crore in total (i.e. approximately Rs. 4 lakhs per family) to support the families of the deceased who lost their lives in the cruel act of violence. NSE stands with the nation at this time of grief and crisis.

Sikkim to Host State-Level Special Olympics Bharat

"Sikkim Hosts Special Olympics Bharat"

Special Olympics Bharat, Sikkim Chapter (SOB, SC) is set to host the State-level Special Games for Divyangjan at Khel Gaon, Reshithang, Ranka on April 25, 2025. The event will see the participation of around 120 specially-abled athletes selected from district-level competitions held across all six districts during 2023–24.

Operating under the umbrella of Special Olympics Bharat and supported by Special Olympics Asia-Pacific and Special Olympics International, SOB, SC continues its mission of promoting inclusive excellence through sporting and skill development activities for persons with intellectual disabilities in the state.

The upcoming event is being organized in collaboration with the Department of Sports & Youth Affairs, Education Department, and the Women, Child, Senior Citizens & Divyangjan Welfare & Development Department. It is also being supported by the Sikkim State Disaster Management Authority and Sikkim Police.

Participants will compete in events such as 60m and 100m races, Soft Ball Throw, Shot Put, and Bocce. In addition to the sports competition, future events including musical and quiz competitions are planned for later this year.

Dr. Reman Chettri, along with key officials such as Shri P.N. Pradhan, Ms. Chandra Bhandari, and Shri G.C. Khanal, shared detailed insights into the preparations, the role of various departments, and the importance of public support in uplifting the morale of Divyangjan athletes. All participating students are expected to arrive in Gangtok by April 24, ahead of the main event.

The public is warmly invited to attend and cheer for the athletes, reaffirming community support for inclusive development and empowerment.

The attackers targeted a group of non-local visitors, leaving several others critically injured. The incident has triggered nationwide outrage and mourning.

According to reports from Kashmir Dot Com, the deceased include Shalinder Kalpiya, with injured victims hailing from various states including Gujarat, Maharashtra, Karnataka, Tamil Nadu, and Odisha. The sudden and brutal nature of the assault has raised serious concerns about the current security environment in the region.

Union Home Minister Amit Shah is expected to arrive in Srinagar shortly to personally oversee the response measures. He will be holding high-level meetings with senior officials, law enforcement agencies, and the armed forces to ensure immediate action is taken and that those behind the attack are swiftly brought to justice.

Prime Minister Narendra Modi strongly condemned the attack, calling it a “cowardly assault on innocent civilians.” He directed the Home Ministry to act decisively and take all necessary steps to restore order and reassure the public.

Jammu and Kashmir Lieutenant Governor Manoj Sinha also expressed profound grief and extended condolences to the victims’ families. “Targeting tourists is an unforgivable crime. We will not rest until the perpetrators are punished,” he said.

Security forces have launched a massive combing operation in the surrounding forested areas to trace the attackers. The attack has also cast a dark cloud over the tourism industry in Kashmir, which had recently shown signs of recovery after years of instability.As the nation mourns, questions are being raised over possible intelligence lapses and the timing of the attack during the peak tourist season.

The 2025 edition of the Sikkim Premier League (SPL) began on a high note at the iconic Bhaichung Stadium in Namchi, drawing football enthusiasts and dignitaries from across the state.

The vibrant opening ceremony was graced by Chief Minister Prem Singh Tamang-Golay, who inaugurated the much-anticipated league, officially declaring it open. Organized by the Sports and Youth Affairs Department in collaboration with Football Development Private Limited and the Sikkim Football Association, SPL 2025 promises a month-long football extravaganza.

This year’s league sees participation from nine powerhouse teams—Sikkim Aakraman FC, Red Panda FC, Sinolchu FC, Thunderbolt North United, Roaring Leopard FC, Gyalshing United FC, Singling Sporting Club, Sikkim Dragons FC, and Black Eagles SC. Adding an international flavour, SPL 2025 also features players from Brazil, Spain, and several African countries.

As part of the event, the Chief Minister also launched ‘Soram’—an energy drink by Sikkim Supreme—available in three flavours: Tropical Punch, Salty Citrus, and Spring Burst.

Key contributors to the league’s success were honoured during the event, including Minister Raju Basnet, Minister TT Bhutia, Secretary Yangchen D Tamang, and others who have played pivotal roles in promoting sports in the state.

The grand ceremony featured local music, cultural showcases, and spirited performances before the season’s curtain-raiser match between defending champions Singling Sporting Club and Thunderbolt North United ended in an exciting 1–1 draw. John Kennedy (SSC) was named Man of the Match, while Lakpa Norbu Sherpa (TNU) earned the Emerging Player award.

The event drew a large crowd, including state officials, dignitaries, franchise owners, and passionate fans, marking the beginning of what promises to be a thrilling season of football in the hills.

Sikkim Government Introduces Sabbatical Leave for Temporary and Regular Employees

The Department of Personnel, Government of Sikkim, has officially introduced a Sabbatical Leave scheme applicable to both regular and temporary state government employees. The policy, aimed at providing extended leave opportunities while maintaining the continuity of public services, was announced via a circular dated April 7, 2025.

According to the circular, the Sabbatical Leave policy was formalized through Notifications issued on August 14, 2023, which detail the eligibility criteria, terms, and conditions. The circular also outlines the delegation of authority for approving such leave.

Heads of Departments (HoDs) are authorized to approve Sabbatical Leave for employees in Groups ‘C’ and ‘D’, including all temporary staff, in accordance with Notification No. 40 dated April 7, 2025. For employees in Groups ‘A’ and ‘B’, the Secretary of the Department of Personnel is the designated approving authority, as per Notification No. 41 issued on the same date.

All HoDs are instructed to strictly adhere to the conditions specified in Annexure I of the original notifications dated August 14, 2023. These conditions are outlined under Notification Nos. F(106)105/GEN/DOP and F(106)106/GEN/DOP.

Temporary employees become eligible for Sabbatical Leave after completing a minimum of six months of service. The government has emphasized the importance of maintaining sufficient staffing levels during periods when employees are on leave, to ensure the smooth functioning of all departments.

For temporary employees who have since been regularised, eligibility for Sabbatical Leave will be governed by Notification No. 100/GEN/DOP dated June 2, 2022, and its subsequent amendments. These individuals may also be permitted to utilize leave accrued during their temporary service period, subject to the same conditions.

Employees are required to apply for Sabbatical Leave well in advance. No employee may proceed on leave without prior approval and the issuance of a formal office order.

Despite a $1.5 trillion dip from the peak, Chauhan emphasized the long-term growth trajectory of Indian capital markets. “In 2014, India’s market cap stood below $1 trillion. Today, it is nearing $5 trillion—demonstrating significant wealth creation,” he noted.

Addressing concerns over foreign investor exits, Chauhan attributed the trend to global interest rate movements and a broader ‘risk-off’ sentiment impacting emerging markets. However, he stressed India’s relative insulation from global tariff tensions, supported by its unique export profile.

Retail participation continues to be a driving force for the Indian market. With over 60 million Indians contributing as little as ₹250 monthly via systematic investment plans (SIPs), the market sees a steady inflow of about US$ 2.5-3 billion per month. “This shows rising trust in Indian entrepreneurs and businesses,” Chauhan said.

On the topic of financial inclusion, Chauhan highlighted the importance of small-ticket investments in deepening market penetration. “These direct investments reflect growing investor maturity, even during phases of market volatility,” he added.

While IPO momentum remains strong, with over 50 filings in late March alone, Chauhan acknowledged that persistent global uncertainty could impact listing timelines. In 2024, NSE hosted 268 IPOs, raising $19.6 billion which was the highest IPO fund raising in the world, with 178 IPOs from the SME sector. Overall, fund mobilisation at NSE was over US$ 209 Bn.

On recent operational updates, Chauhan clarified the shift in derivatives expiry from Thursday to Monday was in response to regulatory changes and market consultation. “It’s a routine adjustment, and we await further guidance before implementing any additional changes,” he said.

Concluding with a balanced perspective, Chauhan remarked, “India is navigating global turbulence carefully. The fundamentals remain strong, and our regulators and government continue to provide a steady hand.

Wife Gets Life Imprisonment Over Husband’s Murder In Siliguri Court

In landmark judgment in the Subodh Kumar Mandal murder case, the Siliguri court has sentenced Manju Mandal, the victim’s wife, to life imprisonment after finding her guilty of killing her husband approximately 16 months ago.

The incident occurred on the night of August 18, 2023, when Subodh Kumar Mandal was found dead under suspicious circumstances. An investigation was launched immediately after the death. Two months later, a post-mortem report confirmed that the death was not a suicide but a homicide. Following the report, the deceased’s brother, Ravindra Mandal, filed a formal complaint at the Bidhannagar Police Station on October 15, naming Manju Mandal and her alleged lover, Mohammad Nafrul, as suspects. Both were arrested the following day.

According to police and court findings, Manju Mandal murdered Subodh Kumar Mandal by strangling him with a towel while he was asleep and later attempted to stage the scene to resemble a suicide. The prosecution presented both forensic evidence and witness testimonies during the trial.

The court, after examining testimonies from 15 witnesses and reviewing the evidence, found Manju Mandal guilty of murder. However, co-accused Mohammad Nafrul was acquitted due to insufficient evidence linking him directly to the crime

Two School Staff Arrested for Alleged Misconduct Towards 13-Year-Old Girl in Pakyong

Sikkim Police Investigate Minor's Pregnancy.

Two male staff members at a school in Pakyong district have been arrested following accusations of inappropriate conduct towards a 13-year-old student. The girl, a pupil at ******* Junior High School, reportedly confided in her guardian about repeated misconduct by a non-teaching staff member and a computer teacher. Additionally, the victim disclosed receiving unwanted messages on social media.

Earlier, a female teacher allegedly discouraged the student from reporting the incidents, leading to further investigation and the issuance of a notice to her.

The police have filed FIRs under the POCSO Act and other relevant sections. Both accused are in custody, and the minor has undergone medical examination.
