Press Release issued by Sikkim State Electricity Regulatory Commission

The 15th Forum of Regulators for Eastern and North Eastern State (FORENS) was organized by Sikkim State Electricity Regulatory Commission (SSERC) from 19th to 21st October 2022. The conference was attended by the distinguished Chairpersons and members from the states of North and North East region.

The inaugural session of the FORENS meeting also saw the presence of Secretary Power department and Principal chief engineers, wherein power presentation on the power scenario of the state and the role of the State Electricity Regulatory Commission was highlighted.

The 15th FORENS meeting was conducted under Chairmanship of Shri K.B.Kunwar, Chairperson SSERC. It was also informed by the officials of FORENS that the 16th FORENS meet is to be hosted by Meghalaya Electricity Regulatory Commission (MERC).
The meeting concluded with the vote of thanks given by Secretary, FORENS Secretariat ODISHA.

President Murmu to visit Sikkim on November first week

According to sources, President Droupadi Murmu will visit the Himalayan state of Sikkim on November 3-4.

During her visit to Sikkim, the department hasn’t released President Murmu’s program schedule yet.

President’s Sikkim visit will be her first visit after she won the presidential election in 2022.

Recently during the presidential election, Droupadi Murmu’s visit to Sikkim to meet SKM and BJP minister in the state was postponed in the wake of the one-day national mourning.

Instead, she meet all leaders of North East Zonal in Siliguri, West Bengal where the Assam CM was also Present.

भारतीय गोर्खा परिसंघको ३ दिने छैटौं त्रैवार्षिक सेप्टेम्बर ४ मा असमको कोक्राझारमा आठ बुँदे घोषणापत्र जारी गर्दै सम्पन्न भएको छ । समापनको खुल्ला सत्रमा बोडोल्याण्ड टेट्रिटोरियल काउन्सिलका प्रमुख श्री प्रमोद बोरो प्रमुख अतिथिको रूपमा उपस्थित थिए। तीन दिने महाधिवेशनमा देशभरका २३७ प्रतिनिधि साथै ७० पर्यवेक्षक सहित ३० जन निमन्त्रित सदस्य र देश भरिकै सहियोगिय संस्था सदस्य सहभागी थिए । नयाँ केन्द्रीय समितिमा दिल्लीका डा मुनीश तामाङलाई राष्ट्रिय अध्यक्ष, आसमबाट उच्च अदालतका वरिष्ठ वकिल नित्यानन्द उपाध्याय कार्यकारी अध्यक्ष र सिलगढीका श्री अभय खालिङलाई महासचिवमा चयन गरिएको छ। यस सत्रमा गोरखा गौरव सम्मान पनि प्रदान गरियो । बमप भनेर चिनिने खरसाङका श्री बुद्धिमान प्रधान २०२० को लागि अनि २०२१ को लागि परिसंघका पूर्व अध्यक्ष श्री सुखमान मोक्तानलाई गोर्खा गौरव प्रदान गरियो। श्री मोक्तानलाई उनको उत्कृष्टताका लागि संगठन पुरुषको उपाधि दिइयो । ५० वर्षको अवधिमा सामुदायिक सेवामा विभिन्न संघसंस्थाको विकासमा उनले योगदान पुर्याएको छ ।

भारतीय गोरखा परिसंघको ४ सेप्टेम्बर २०२२ मा कोक्राझार बिटीआर असममा भएको छैठौं त्रिवार्षिक अधिवेशनमा पारित

१) भारतीय गोर्खा परिसंघले गोर्खाल्याण्ड राज्य निर्माणको मांग प्रति आफ्नो प्रतिबद्धता पुन: जनाउँदछ र भारत सरकारलाई गोर्खाहरूको दीर्घकालीन संवैधानिक मांग पूरा गर्ने आग्रह गर्दछ।

२) भारतका सबै राज्यहरूमा गोर्खाको संवैधानिक, राजनैतिक, अनि कानुनी हक प्राप्तिको निम्ति कार्य गर्न प्रतिबद्ध छ।

३) भारतीय गोर्खा परिसंघले गोर्खाहरूका छोडिएका जातिलाई चांडै अनुसूचित जनजातिमा सम्मिलित गर्ने भारत सरकारसंग मांग गर्दछ।

४) भारतीय गोर्खा परिसंघ माननीय हिमन्त बिस्व शर्माको नेतृत्वमा रहेको असम सरकार र माननीय CEM श्री. प्रमोद बोरोको नेतृत्वमा रहेको BTR को गोर्खाहरूप्रति सद्भावको निम्ति धन्यवाद प्रकट गर्दछ।
बेल्ट र ब्लकहरूमा protected class को दर्जा प्रदान गरेकोमा धन्यवाद दिंदै सोही protected class VGR, PGR, Forest land इत्यादि क्षेत्रमा पनि गोर्खालाई प्रदान गर्ने मांग गर्दछ।

५) भारतीय गोर्खा परिसंघले आसाम राज्यमा गोर्खा स्वायत्त परिषद्को मागलाई समर्थन गर्दछ।

६) भारतीय गोरखा परिसंघले गोर्खा समुदायबाट परिषद्को निर्वाचित सदस्य बन्ने अवसर सिर्जना गर्न स्वायत्त क्षेत्रको प्रशासनलाई आह्वान गरेको छ। समुदायका लागि विशिष्ट निर्वाचन क्षेत्रहरू सिर्जना गरियोस्।

७) गोर्खा समुदायका सदस्यहरूलाई राज्यसभा र विभिन्न संवैधानिक पदमा मनोनयन गर्न भारतीय गोरखा परिसंघले भारत सरकारलाई आग्रह गर्दछ।

८) भारतका सबै गोर्खा संगठनहरूसँग ऐक्यबद्धतामा काम गर्न भारतीय गोर्खा परिसंघ प्रतिबद्ध छ।

SIKKIM IS GETTING READY FOR NATIONAL DAIRY PLAN PHASE II – STATE LEVEL CONSULTATION HELD WITH NDDB AND GoI

Animal Husbandry Veterinary Services Dept and Sikkim Co-operative Milk Producer’s Union Ltd organized state level consultation-cum-brain storming meeting with National Dairy Development Board (NDDB) officials, Government of India and World Bank officials and  in respect of conception of project under National Dairy Plan II on 2 Sep 2022 at Krishi Bhawan,  Gangtok. The meeting was chaired by Dr. P. Senthil Kumar, Secretary Animal Husbandry   & Veterinary Services Dept-cum Managing Director, Sikkim Milk Union and was attended by the Officials of Ministry of Dairying and Animal Husbandry Mr. Sen, Deputy Commissioner, Mr. Goutam, Deputy Commissioner, Dairy and representative of World Bank Mr. Santanu Kumar;  officials of NDDB team consisting of Mr. Purnendu Saha, Regional Head, NDDB, Kolkata, Dr Sabyasachi Roy, Sr. Manager, Mr. Kahnu C Behera, Manager, Planning, Mr, Harsh Vardhan, Manager, AHVS team consisting of Dr. BM Chettri, Dr Tilotama Bajagai, Principal Directors,  Dr. Sanjay, Addl Directror, Joint Directors, Managing Director, North Milk Union, Deputy Directors and other officials, Sikkim Milk Union team consisting of Mrs. Kesang Barfungpa, Additional GM Heads of procurement, processing and marketing. 

At the outset, the NDDB presented the back ground of National Dairy Plan and expressed that the Sikkim is being considered for support NDP II looking at the performance of Sikkim Co-operative Milk Producer’s Union Ltd. Mr. Kahnu C Behera, Manager, Planning made power point presentation on the components of the dairy project possible under the NDP for Sikkim. 

The meeting discussed in details on various aspects of milk procurement, processing and marketing and the available opportunity to improve upon the existing levels and systems. Earlier the NDDB had a field visit to West Sikkim and had first hand information on the procurement scenario in the state, which was discussed at length in the meeting to incorporate the gaps in the proposal. Dr. P. Senthil Kumar in his presentation and address expressed that Sikkim has an opportunity to develop organic milk production hub, which may be done in a selected clusters in the west Sikkim and aim for production of premium products, long shelf life products in order to extend the market within and outside the state and the country. Consultation meeting suggested that on venture in to Organic Milk Production in the state, the focus has to be in one selected cluster preferably in West Sikkim and all components be integrated and the whole value chain be integrated in a manner that all input requirements are met in the cluster and sustainable input supplies such as feed, fodder be ensure for sustainable organic milk production in the selected cluster. Government of India officials and world bank officials expressed that the Sikkim is a performing state in Dairy Sector and thus it is selected among the North Eastern State for consideration under the NDP II and has all potential to make the NDP II a reality. They have noted down all the requirements of the state of Sikkim and indicated that most of the requirements may be met in the project.

 The team observed that as a whole in Sikkim has lot of scope and opportunity to improve on the procurement chain including providing building and equipment infrastructure including cooling facilities, feed, fodder and other inputs support.  The plan for expanding milk production and procurement be worked out in manner to sustain the current growth rate and there is a need to expand procurement chain, processing and marketing in the state. The NDDB team informed that NDDB, being the apex technical Organization in the country on Milk, possess all required expertise and assured that the team will extend all support to achieve organic milk production and also support other areas of milk procurement, processing marketing to The Sikkim Co-Operative Milk Producer’s Union Ltd. Sikkim State Climate Change Cell Organised Awareness Program

Pakyong, August 29 : An Awareness programme on Climate Change was organized by “Sikkim State Climate Change Cell”, under National Mission for Sustaining Himalayan Ecosystem (NMSHE-II), “Department of Science & Technology” in coordination with Regu BAC today at BAC Regu. The programme was chaired by Shri. Nirpath Gurung- Chairman OBC Board in the presence of BDO Regu Shri. Sawan R Dhakal, Deputy Director BAC Shri. Anil Giri, Deputy Director BAC Edn Shri. ST Bhutia, ESO Science & Tech Dept., RA Science & Tech Dept. HEO Rongli PHC Shri. IK Chettri, Panchayat President of Dalapchand, Rolep Lamaten GPU, Lingtam Phadamchen GPU, Regu GPU, Premlakha Subaneydara GPU ,Vice President Rongli Changeylakha GPU, Panchayat of Chujachen GPU and all the Panchayat members with Sr. Vaa and VAA of all 7 GPUs along with the officials of the concerned departments.

The main objective of the programme was to raise awareness about Remote Sensing and Climate Change. Climate change being a burning issue which has created a lot of transformation in the natural environment due to various factors was very deeply deliberated by the ESO, RA and Jr. Scientists of Science and Technology Dept. through various presentations. Regu BAC is dedicated to work at a multi dimensional level to facilitate the public in better administrative policy and simultaneously aware the masses about the preventive measures, better policies and knowledge sharing to protect natural establishments by making the public aware.

National agencies bust Bangladeshi terror group module in Assam, 12 Jihadis arrested

In a major anti-terror operation, twelve alleged Jihadis, with links to the Bangladesh-based terror group Ansarul Islam, were arrested from Assam’s Barpeta Morigaon, Goalpara and Kamrup(M) districts, Assam Police informed on Thursday. Seven others, suspected to be linkmen of the same outfit were also nabbed in Morigaon district.

Chief Minister Dr. Himanta Biswa Sarma said two major terror modules were busted in the state in a nationally coordinated operation.

This is in continuation to many such terror modules that were busted from the state in the last 3-4 years , significantly from the vulnerable districts of Barpeta, Goalpara, Dhuburi, Morigaon, Nagaon of Lower and Middle Assam. There has been a sharp rise of anti-national activities and cross-border terror over the past few years in the region. 

Assam Police in coordination with the National agencies came out successful in what is being said a major breakthrough in the region. 

More links associated with the nabbed suspects are being investigated into by NIA and Assam Police. 

Among the arrested accused, one Afsaruddin Bhuyan from Morigaon has links with AQIS/ABT and one Mustafa is an important financial conduit. They were running madrassas named Jamiul Huda Madrassa at Sahariapam & Banat Madrassa in Horuchala, Morigaon.

Soreng, July 28 (IPR): An event to feature the achievements and visions of India for 2047 in Power and Renewable Energy, the State Designated Agency, Department of Power celebrated the “Ujjwal Bharat, Ujjwal Bhavishya – Power @ 2047” under the aegis of Ministry of Power, New and Renewable Energy, as a part of the Azadi Ka Amrit Mahotsav campaign at Soreng Senior Secondary School Auditorium, today.

The Chief Guest for the occasion was MLA, Shri Aditya Golay. Accompanying him were Panchayat Presidents, SDM (HQ), Shri D.R Bista, SDPO, Shri Bimal Gurung , BDO (Soreng), Shri S.K Sharma, Principal (SSSC) Dr. P.B Chettri along with Officials and Staff from Power Department, beneficiaries, public and students.

Shri Pemba Lepcha, Additional Chief Engineer cum Nodal Officer (SDA) was the resource person for the event.

The Chief Guest, Shri Aditya Golay firstly expressed his gratitude towards the department for organizing such an informative program in the district. Narrating the challenges faced by the Government in providing sufficient power to every household, he strongly discouraged the misuse of electrical power and energy which are commonly practiced. He reiterated the disadvantages of energy waste and it’s repercussion in our day to day lives.
He advised the students to be proactive in propagating good social causes such as saving electricity, being cautious against fraudulence, knowledge about the consumer rights and so forth. Further, he also motivated the students to take pride in being a citizen of such a glorious nation and to enjoy the democratic ideals of Independent India by virtue of being born in Sikkim post the historic merger. Lastly, he encouraged them to take part in the AKAM activities that are being organized throughout the district.

Shri Pemba Lepcha in his address informed that the event is being celebrated throughout the Nation with a vision of India for 2047 in Power and Renewable Energy while the country marks 100 years of Independence. Terming the celebratory event as Bijli Mahostav, he highlighted the key achievements of the power sector and the unprecedented growth it has shown over the past few years. He also enumerated all the schemes and initiatives that have been implemented, also mentioning the forthcoming schemes for a growing nation. He applauded the Government’s vision to provide clean and uninterrupted energy for all especially for the far flung regions in the country.
Shri Lepcha also informed about the department scheme for C and D category employees which enables them to avail a loan up to Rupees One Lakh to buy any energy efficient 5 Star graded appliance, with SISCO bank as the disbursing agency.

The program also included short skits on Prepaid Smart Meters and Consumer Rights, performed by the students of Government Senior Secondary School, Soreng.

Further, in order to highlight and inform about the Central Government’s initiative and achievements of the Power Sector, the department showcased videos on Universal Household Electrification Programme, One Nation One Grid, Consumer Rights, Renewable Energy and Capacity Addition.

Plantation cum Sensitization Programme By UDD Gangtok

Gangtok, 28th July 2022(IPR): Urban Development Department, in Coordination with Gangtok Smart City Development Limited, under the banner of Azadi Ka Amrit Mahotsav, organised a Plantation cum Sensitization Programme (AMRUT 2. O) on water resources at Selep Tank, Bulbuley, today.

Smt. Raj Kumari Thapa MLA, Yangyang cum Advisor of Urban Development Department, Government of Sikkim, graced the programme as the chief guest. Also present were M.T. Sherpa, Secretary, Urban Development Department, Shri H.K Chettri, Gangtok Municipal Commissioner, Shri Lakpa Sherpa, Chief Executive Officer, Smart City, officials from PHE department and other departments, officers and staff of Urban Development Department.

Addressing the event, Smt Raj Kumari Thapa, MLA, Yangtang cum Advisor, UDD, applauded the plantation cum Sensitization Programme on AMRUT 2. O of the Urban Development Department. She said that both Environment and water are the basic needs of life. She said she is happy to see the students participating in the programme. She encouraged students to participate in constructive activities, which will be a contributing effort to a good society.

Further, Smt Raj Kumari Thapa said that our water patterns have changed drastically due to climatic changes, affecting water quality and quantity. She asked the students to participate actively and learn about water management and treatment procedures.
Furthermore, she urged students to participate in plantation drives as nature plays an essential role in giving life, sustaining it, and maintaining a balance in the ecosystem.

While concluding her short address, Smt Raj Kumari Thapa said that when such little steps are taken together by the schools and various government departments, it helps in fostering strong mental and social health amongst today’s children so that they connect with peers, their elders, their community and their environment.
Secretary Urban Development Department, Shri M.T Sherpa welcomed all the dignitaries and the students at the event. He said that this Atal Mission For Rejuvenation and Urban Transformation 2. O is to provide 100% coverage of clean tap water supply 24×7 to all the households. He stated that today’s event brings awareness about the water supply system in the urban sector, water mechanisms, and modalities of how to conserve water. He further stated that AMRUT 2. O is targeted toward access to clean tap water, recycling, and reusing treated water. He added that the mission would help protect freshwater bodies from pollution and make natural resources sustainable.

Earlier, Smt Bandana Rai, Additional Secretary cum Nodal Officer of AMRUT 2. O briefed about the Atal Mission For Rejuvenation and Urban Transformation(AMRUT)2.O.
She said that the mission encompasses the involvement of all groups, from the older to the younger age, and each one of us should be responsible for saving water for the future by rejuvenating water sources.

Students from Deorali Senior Secondary School, Modern Senior Secondary School, West Point School, Palzor Namgyal Girls Senior Secondary School, and Bojhoghari Secondary School, along with their respective teachers, participated in the event.
The students participated in the plantation drive enthusiastically. Around a hundred saplings were planted at the premises of Selep Tank.
Later, the participating students went on a guided tour of the Selep Tank, where an official from PHE briefed them about the water management, conservation, and distribution of water from the Tank to the urban areas.

The programme concluded with a vote of thanks proposed by Smt Bandana Rai, Nodal officer for AMRUT 2. O.

Nagaland Minister Along says PM Modi paid real attention to North-east India

The recent sensation on internet, BJP minister from Nagaland Temjen Imna Along remains in national news for witty takes on social issues and has recently grown a great fan following , particularly among the youth across India after his speeches went viral on social media. 

The Minister heads the Ministry of Education and Tribal Affairs in the North- eastern state and is also the President of the state BJP unit.

Mr. Temjen, in a recent conclave in the Capital , spoke about the changed scenario of North-east  after Prime Minister Modi came to power in 2014. He said that PM Modi has special affection for the long-neglected NE region of the country and has massively boosted infrastructure projects in all the eight states including Nagaland in the last eight years and has also helped in bringing the region to mainstream. People now look at North east India with greater hope and youths are getting better opportunities. 

Minister Along feels himself and his partymen blessed to speak about rapid development taking place in the region under Prime Minister Narendra Modi .

Temjen Imna Along said , “Long ago, Northeast, Mizoram, Nagaland, etc. were nowhere to be found. However, today every state like Mizoram, Nagaland, and Arunachal Pradesh, Sikkim has a unique identity and this is thanks to the respected Prime Minister Shri Narendra Modi. Don’t think that our BJP artists will only talk about our party. No matter which party it is, they know the truth, but they will never tell you about it in front of you. But we humans are blessed to be members of this party and we can proudly speak the truth.”

Apart from being in the news for viral Hindi speeches , the Minister is also actively involved on social media where he shares witty posts as well as scenic videos of his home state.
