Centre will shortly unveil New Cooperation Policy

Amit Shah, Union Cooperation Minister, said on Saturday that the Centre would soon release a new cooperative policy. It will collaborate with states to develop the cooperative movement.

In addition, added that the number of primary agricultural cooperatives (PACs) will be expanded to 3 lakh. This over the next five years. There are now around 65,000 PACs.

He was addressing at the inaugural Sehkarita Sammelan, or National Cooperative Conference held in this city. In July of this year, the Ministry of Cooperation established.

Addressing the meeting of over 2,100 leaders from various cooperatives and almost 6 crore online participants, Shah stated that some people are puzzled as to why the Centre formed this new ministry because cooperatives are a state matter.

Shah stated that there may be a legal answer, but he does not want to “go into this fight.”
He emphasised that the Centre will work with states and that “there will be no friction.”
“We will cooperate with all states to carry the cooperative movement ahead,” he said. Further adding that the Ministry of Cooperation established to improve and modernise the sector.

New Cooperative Policy

Regarding the planned new cooperative policy, Shah stated that a policy was introduced in 2002 by then-Prime Minister Atal Bihari Vajpayee and that the Modi government will now begin work on a new strategy.

Shah emphasised that the cooperative movement is more essential today than ever before and that cooperatives can contribute significantly to the country’s prosperity.

New Cooperation Policy, he believes, would be crucial in converting India into a USD 5 trillion economy.

In response to concerns about cooperative taxes and other issues discussed. Shah indicated that he was aware of their concerns and pledged that they would not be treated unjustly.

PM launched Pradhan Mantri Digital Health Mission

Prime Minister Narendra Modi will launch the Pradhan Mantri Digital Health Mission (PM-DHM) on September 27 via video conferencing. Currently, PM-DHM is being implemented in the pilot phase in six Union Territories.


According to a release issued by the Central government, PM-DHM will create a seamless online platform through the provision of a wide range of data, information, and infrastructure services, duly leveraging open, interoperable, standards-based digital systems while ensuring the security, confidentiality, and privacy of health-related personal information. The Mission will enable access and exchange of longitudinal health records of citizens with their consent.


“The key components of PM-DHM include a health ID for every citizen that will also work as their health account, to which personal health records can be linked and viewed with the help of a mobile application; a Healthcare Professionals Registry (HPR) and Healthcare Facilities Registries (HFR) that will act as a repository of all healthcare providers across both modern and traditional systems of medicine. This will ensure ease of doing business for doctors/hospitals and healthcare service providers,” the release added.


PM-DHM Sandbox, created as a part of the Mission, will act as a framework for technology and product testing that will help organisations, including private players intending to be a part of the National Digital Health Ecosystem, become a ‘Health Information Provider’ or ‘Health Information User’, or efficiently link with the building blocks of PM-DHM.


This Mission will create interoperability within the digital health ecosystem, similar to the role played by the Unified Payments Interface in revolutionising payments, said the release, which added that citizens will only be a click away from accessing healthcare facilities.

No representative from Afghanistan will address the annual high-level UN General
Assembly in New York after the ambassador for the government was ousted by the
Taliban – who was due to speak on Monday – withdrew his name.


The move comes amid competing claims for Afghanistan’s UN seat in New York
after the Taliban seized power last month.

Taliban Foreign Minister Amir Khan Muttaqi last week asked to address the
gathering of world leaders at the United Nations and nominated the Islamist
group’s Doha-based spokesman Suhail Shaheen as Afghanistan’s UN ambassador.

Ghulam Isaczai is the current UN ambassador, who represents Afghanistan’s
government ousted by the Taliban, and has also asked to renew his accreditation.
He was scheduled to address the final day of the high-level UN gathering on
Monday, but withdrew late on Sunday, diplomats said.


Rival claims have also been made for Myanmar’s UN seat after a military coup in
February ousted the elected government. No representative from Myanmar will
address the high-level General Assembly meeting.


Until a decision is made by the credentials committee on both Afghanistan and
Myanmar, Isaczai, and Myanmar’s UN envoy representing the ousted government,
Moe Tun will remain in the seats, according to the General Assembly rules.

Ola’s co-founder and CEO Bhavish Aggarwal announced on Monday. He stated that the electric scooter factory, they are setting up in Tamil Nadu will be run entirely by women. The factory which he called the “world’s largest women-only factory”, it’s expected that it will be having a workforce of over 10,000 women along with 3,000 robots supporting them.

Also, in a tweet where he posted this announcement read, “Aatmanirbhar Bharat requires Aatmanirbhar women! Proud to share that the Ola Future factory will be run entirely by women, 10,000+ at full scale! Significantly, it’ll be the largest all-women factory in the world!!.”

He also had shared a video of the first batch of women training at the factory. He added it’s a first in series of initiatives that Ola will undertake to create a more inclusive workforce and provide economic opportunities for women. 

This news has come up approximately 2 months after the pre-booking of the Ola Electric Scooters started at just Rs.499. The official which was expected to start on 8 September was postponed to September 15 due to some technical issues.

Above all, Ola is expected to make an investment of over $2 billion over a period of the next 5 years to set up electric charging infrastructure to accelerate the adoption of electric vehicles in the country. The scooter unveiled by the CEO on Independence Day has 2 variants -S1 and S1 pro priced at Rs. 99,999 and Rs.1,29,999 respectively.

ANDROID 12 EXPECTED TO HIT GLOBAL MARKETS IN OCTOBER

Google had released the final beta build(beta-5) of the upcoming Android 12 on September 8. A blog on developers.android.com read that Android 12 is just a few weeks away from the official release! As per an internal document shared by Mishaal Rahman, editor-in-chief XDA Developers, Android 12 will be released on October 4th. 

MAJOR CHANGES IN NEW ANDROID

The next version of Google’s OS is to be the biggest design change in Android’s history. The beta version available in public since May showed us that the new colorful UI, Material You. The new UI will tweak the core apps to make them more eye-catchy. Beyond the UI, then it will be having improved Privacy features, faster animations, and will add features improving user experience.

RELEASE SCHEDULE: GOOGLE

The Google made Pixel phones are expected to get the first update of the official release of Android 12. Though the latest released beta versions are already available for limited users. The final beta has been changed a lot from the first developer preview of Android 12 in February. 

SAMSUNG

The Samsung Phones have got the first One UI 4.0 beta version on September 13. Though the update has been pushed only in the flagship Galaxy S21 series. It is expected through past experiences that the Samsung phones will start getting the updates in late December or Early quarters of 2022. 

OTHER BRANDS

Oppo has announced to release the beta versions later this September into their ColorOS. Matching with the pace, Xiaomi and OnePlus have already begun working on their beta versions. Though MIUI is expected to provide updates initially in China only. Other manufacturers including Motorola, Nokia etc. will follow up with them and would release the update on their phones not before the end of the first quarter of 2022.

Equipped with Android 11’s optimized lighter version and Google assistant, the phone is expected to be having a 5-6 inches touchscreen, language translation and Snapchat like camera features with an Indian touch. 

WHY THE DELAY IN LAUNCH?

The phone was expected to hit the Indian markets on the occasion of Ganesh Chaturthi i.e., September 10, 2021. But in a joint statement by Jio and Google said that “Both the companies have begun testing of JioPhone Next with limited users for further refinement and are actively working to make it available more widely in time for the Diwali festive season. This additional time will also help mitigate the current industry-wide, global semiconductor shortages.”

The smartphone industry has been badly hit due to semiconductor chip shortages. Many companies are struggling to meet up the demands of their phones. A large portion of the supply chains has been badly hit due to the Corona Pandemic which begun last year. 

Until now, the situation hasn’t been normalized in the manufacturing industries. Even the automobile industry hasn’t been left untouched by this shortage. Companies including Maruti Suzuki, Mahindra have reduced their productions as they are facing chip-shortage.

Sometimes people with NPD do not have control over themselves so they engage in exploitive behavior to attract the other person’s attention. Therefore, while coping with them you can keep the following things in mind to make it easier.

  • Set boundaries: It is the most important thing to keep in mind. We must set limits or boundaries with the other person. Also, don’t let them direct their anger, abusive behaviors towards you.
  • Maintain support network: It can be difficult sometimes to recognize abusive behaviors. Having someone to talk to like a therapist, family and friends, help you to understand the situation effectively.
  • Calmness: Try to be calm when the person’s behavior affects you.

UNSC AND INDIA’S NON-PERMANENT SEAT

The United Nations Security Council (UNSC) must represent current global circumstances. The United Nations Security Council reduced to an instrument to serve the whims of its five permanent members. The UNSC not capable of averting the most devastating and terrible wars. Many of which are catered by the countries entrusted with the veto, because of structural flaws. Evidenced by Russia’s armed intervention in Ukraine and the United States’ invasion of Iraq.

The world can’t expect effective peacekeeping efforts as long as responsibility for maintaining peace and security is entrusted to the whims of just the most powerful in the international order. The UN reform, including the extension of the UNSC in both permanent and non-permanent categories, is critical for this aim. To this purpose, India’s government has been actively engaging with other like-minded countries. To further develop UN membership support for a serious restructure and expansion of the UNSC.

WHY UNSC REFORMS?

  • The United Nations Security Council still reflects the geopolitical architecture of World War II. By virtue of having won a war 70 years ago, the Council’s five permanent members – the United States, Britain, France, Russia, and China. They enjoy their status, as well as the privilege of a veto over any Council resolution or decision.
  • Expanded only once, in 1963, to include four non-permanent members. Since then, the United Nations’ membership has expanded from 113 to 193, with no change in the UNSC’s composition.
  • The Council’s current composition also assigns disproportionate weight to the power balance of at least a half-century ago. Europe, for example, although having just 5% of the world’s population, nonetheless controls 33% of the SC seats in any given year (and that does not count Russia, regarded by much of the world as another European power).
  • There is no permanent member from Africa, despite the fact that Africa accounts for 75% of the UNSC’s activity.
  • Unable to adequately respond to international conflict circumstances.
  • Other states that have contributed through involvement in peacekeeping missions are denied opportunities due to the present Council composition. Seen in India and Brazil, for example.
  • A two-thirds majority of the UN membership required for every amendment. An amendment would also need two-thirds of the member states to ratify it.

INDIA’S CASE:

With a population of 1.2 billion people, a $ trillion economy, the world’s third-largest purchasing power parity economy, a nuclear weapons power with the world’s third-largest standing army, and a major contributor to UN peacekeeping missions, India should be a permanent member of the UN Security Council. India eminently suited for permanent membership in an expanded UNSC based on objective criteria such as population, territorial size, GDP, economic potential, civilizational legacy, cultural diversity, political system, and past and ongoing contributions to UN activities – particularly UN peacekeeping operations.

India’s performance as a non-permanent member of the UN Security Council in 2011-2012 has also bolstered its case for permanent membership. India was a non-permanent member of the United Nations Security Council for seven periods, from 1950 to 1951, 1967 to 1968, 1972 to 1973, 1977 to 1978, 1984 to 1985, 1991 to 1992, and 2011 to 2012. For the 2021-22 term, India has re-joined the council as a non-permanent member.

India, along with Brazil, Japan, and Germany (known as the G-4) has suggested expanding the UNSC’s permanent and non-permanent membership categories. Pakistan has described the gathering as a “minority” that wants to reorganize the Security Council in order to protect “their national interests.”

Separately, India is leading the L.69 Coalition, a group of roughly 42 developing countries from Asia, Africa, and Latin America that has sought immediate action on UNSC reform. The L.69 has been in talks with the African Union’s Committee of C-10 to develop a joint position on UNSC reform to gain the support of the 54-member strong African Group.

India is also pursuing the issue with its interlocutors through bilateral channels. A vast number of countries have backed India’s efforts to restructure the UN Security Council, as well as its bid for permanent membership.

CHALLENGES:

  • The reform has been stymied by opposition from Italy, Mexico, and Pakistan, dubbed the “Coffee Club” by UN diplomats, as well as hesitation from existing members.
  • China doesn’t want its stature lowered. The prospect of sharing permanent status with India and Japan does not fill Beijing with joy. Though it has backed India’s application for permanent membership, it has stipulated that India’s bid be separate from Japan’s.
  • A larger body would be more unwieldy, and a broader collection of permanent members would be more difficult to administer, the USA recognizes. Of course, the United States prefers a council that it can control.
  • Due to strong rivalry among the potential African candidates and severe criticism of their candidacy within Africa, it was not possible to designate them. Under the guise of “the Ezulwini Consensus,” African opponents of Council reform have cleverly led the African Union into an untenable position (named after the Swaziland town in which the formula was agreed). In a reformed Council, the Ezulwini Consensus requests two permanent veto-wielding seats and five non-permanent members for Africa, a demand couched in terms of African self-respect but championed exactly by those countries that know it will never be given.

WAY FORWARD:

Kishore Mahbubani, a well-known professor and diplomat, proposes a UNSC reform formula of seven permanent members, seven semi-permanent members, and seven non-permanent members.

There is also widespread agreement that a concrete outcome on UNSC reform should be achieved in 2025, which will be the UN’s 70th anniversary and the 20th anniversary of the 2005 World Summit, which called for “early” reform of the UNSC. Reform of global political management systems to respond to crises and violence is increasingly more critical at a time when faster-growing economies, more youthful populations, and the concentration of natural resources is mostly in the developing countries.

If India and Brazil represented on the UN Security Council, as well as Africa and West Asia. It will provide the council with a broader understanding and enable a smarter reaction to the world’s cascading political crises, rather than rash and excessive militarism.

What the ‘Nipah’ actually is:

Nipah virus infection can cause a variety of clinical manifestations in humans, from asymptomatic infection to acute respiratory infection to fatal encephalitis. The mortality rate estimated to be 40% to 75%. Significantly, this ratio may vary from epidemic to epidemic, depending on local epidemiological surveillance capabilities and clinical management. Nipah virus can be transmitted to humans through animals (such as bats or pigs) or contaminated food, and it can also be transmitted directly from person to person. All about signs and symptoms:

In humans, the Nipah virus has a variety of infections, from asymptomatic infections to acute respiratory infections (mild and severe) to fatal encephalitis. The initial symptoms are fever, headache, myalgia (muscle pain), vomiting, and sore throat. Dizziness, drowsiness, disturbance of consciousness, and neurological symptoms suggestive of acute encephalitis may follow. Some people may also have serious breathing problems. According to WHO guidelines, patients infected with the virus may develop pneumonia, and in severe cases, encephalitis and seizures, which may occur within 24 to 48 hours. The latency of the virus can be between 5 to 14 days and may go up to 45 days.

Diagnosis:

Nipah virus infection diagnosed based on the clinical history of the acute phase and recovery phase of the disease. The most important tests used are real-time polymerase chain reaction (RTPCR) from body fluids and the use of enzyme-linked immunosorbent assay (ELISA) to detect antibodies. Other tests used include polymerase chain reaction (PCR) assays and isolation of viruses by cell culture.

Prevention from Nipah:

Disposal of the corpse of a virus-infected person carried out in accordance with the guidelines. Eat fruits after washing them properly. Also, wash your hands often with soap and water. Wear hospital gloves and other protective clothing when handling sick animals.

Treatment:

There are currently no specific drugs or vaccines for Nipah virus infection.

Cases of Nipah Virus:
